Job Overview:
The position of International Consultant - Cybercrime Investigation Expert involves providing specialized training and capacity building to law enforcement and criminal justice authorities in Africa, particularly focusing on cybercrime investigation and the management of digital evidence. The consultant will work under the supervision of the Cybercrime Policy Advisor and the Coordinator for Africa, Global Programme on Cybercrime. The role requires the design and delivery of various training courses and workshops aimed at enhancing the skills and competencies of law enforcement personnel in Sierra Leone and Nigeria. The consultant will also be responsible for developing curricula related to cybercrime and Online Child Sexual Exploitation and Abuse (OCSEA), ensuring that the training is tailored to the specific needs of the participants and the challenges they face in their respective countries. The consultant will need to coordinate with the UNODC regional office for West Africa to facilitate the training sessions, which may be conducted virtually or in-person, depending on the circumstances.

Duties and Responsibilities:
The consultant will have a comprehensive set of duties and responsibilities, including:
  • Conducting a workshop on the implementation of Standard Operating Procedures (SOPs) for cybercrime investigation and digital evidence management for criminal justice authorities in Sierra Leone.
  • Delivering a training course for digital forensics experts in Sierra Leone on digital evidence extraction, analysis, and management.
  • Providing advanced training for law enforcement and prosecutors in Nigeria on competencies required to investigate cybercrime and OCSEA, including Open-Source Intelligence (OSINT) and cyber-patrolling.
  • Conducting a similar training course for law enforcement and prosecutors in Sierra Leone.
  • Organizing training or workshops for first responders in Nigeria on reporting OCSEA and the seizure of digital evidence at crime scenes.
  • Establishing and developing a curriculum on cybercrime and OCSEA investigation for a police training academy in an anglophone African country.
  • Mentoring digital forensics experts in Nigeria on digital evidence management related to OCSEA cases.
  • Facilitating regional training for criminal justice practitioners on OCSEA investigations and best practices.
  • Organizing a regional workshop for OCSEA specialized units in an anglophone African country.

Required Qualifications:
The position requires several qualifications, including:
  • An advanced university degree (Masters or equivalent) in fields such as computer science, digital forensics, information technology, programming, cybersecurity, or network security.
  • A first-level university degree in similar fields may be accepted if combined with two additional years of qualifying experience.
  • A minimum of 10 years of relevant professional experience in leading cybercrime investigations, particularly in the exploitation of digital evidence and technical evaluation of electronic devices.
  • Proven experience in providing training to law enforcement agencies and criminal justice authorities on cybercrime investigations.
  • Desirable experience includes interaction with governmental agencies and work experience in Africa.
  • Relevant certifications in cybercrime investigation, digital forensics, or crypto assets investigation are also desirable.

Educational Background:
Candidates must possess an advanced university degree (Masters or equivalent) in relevant fields such as computer science, digital forensics, information technology, programming, cybersecurity, or network security. Alternatively, a first-level university degree in similar fields, combined with two additional years of qualifying experience, may be accepted in lieu of the advanced degree.

Experience:
The position requires at least 10 years of relevant professional experience in leading cybercrime investigations. This includes expertise in the exploitation of digital evidence and technical evaluation of electronic devices. Experience in training law enforcement agencies and criminal justice authorities on cybercrime investigations is essential. Additionally, experience interacting with governmental agencies and working in Africa is considered desirable.

Languages:
Fluency in English is required for this position, both oral and written. Knowledge of French is also beneficial, as both English and French are the working languages of the United Nations Secretariat. Familiarity with another UN language is considered an advantage.
