Job Overview:
The Information Systems Officer position is integral to the Office of Information and Communications Technology, specifically within the Enterprise Solutions Service, Enterprise Application Center—Asia. The incumbent will work under the direct supervision of a Senior Information Systems Officer and will be responsible for managing projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This role requires a proactive approach to understanding user requirements and translating them into technical solutions. The officer will develop detailed system specifications and user documentation, ensuring that all functional requirements are met. Additionally, the position involves facilitating project requirement discovery meetings, conducting unit and integrated testing, and assisting users during acceptance testing. The officer will also be responsible for developing training materials and conducting training sessions for staff on assigned systems. A key aspect of this role is to research and evaluate new technologies, providing recommendations for their deployment to enhance organizational efficiency. The Information Systems Officer will also participate in writing reports on systems-related topics and provide guidance to junior staff and consultants, fostering a collaborative work environment.

Duties and Responsibilities:
The Information Systems Officer will undertake a variety of duties, including but not limited to: managing projects that involve feasibility studies and systems analysis; developing detailed system specifications and user documentation; providing specialized advice to users and translating business needs into technical requirements; facilitating project requirement discovery meetings; organizing and performing unit and integrated testing; developing training materials and manuals; researching and evaluating new technologies; writing reports on systems-related topics; providing guidance to junior staff; developing creative approaches to problem resolution; and facilitating communications between OICT/ESS and its clients. The officer will also serve as a coordinator in the development of Service Level Agreements (SLAs) and perform other related duties as assigned, ensuring that all tasks are completed in a timely and effective manner.

Required Qualifications:
Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming. Proficiency in several high-level programming languages is essential, along with significant exposure to programming and analysis, including structured and object-oriented design. Strong analytical and problem-solving skills are required, as well as the ability to maintain assigned systems and develop innovative solutions to complex issues. The candidate should demonstrate professionalism, teamwork, and client orientation, with a commitment to gender perspectives and equal participation in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Certification in Prince2 or an equivalent project management methodology is desirable, indicating a strong foundation in project management principles.

Experience:
A minimum of five years of progressively responsible experience in planning, design, architecture, development, implementation, and maintenance of computer applications and mobile applications is required. Candidates must have at least four years of hands-on experience with software development technologies such as Java/Spring Boot, C#/ .Net Core, and React for building REST API services and web front ends. Additionally, four years of experience in architecture and building software solutions for International Development and SDG-related topics is necessary, along with experience in CI/CD, containers, and deploying on Azure. Candidates should also have at least three years of experience in developing software for extreme conditions, such as low-bandwidth and high latency environments, and two years of experience with mobile software development technologies, including native iOS, native Android, and React Native. Demonstrated experience with ICT security" style="border-bottom: 1px dotted #007bff !important;">security in software development and a solid understanding of Internet protocols and services are also required.

Languages:
English is the required working language for this position, while French is considered desirable. Candidates should possess a proficiency level that meets the minimum requirements set by the UN Language Framework, ensuring effective communication within the organization and with external stakeholders.
