The position is located within the Solutions Transformation Team (STT) of the Software Products for Member States Unit (SPMS) at the United Nations Office at Vienna (UNOV) and the United Nations Office on Drugs and Crime (UNODC). The UNOV and UNODC are dedicated to addressing global challenges such as corruption, drug control, and organized crime through innovative software solutions. The organization aims to provide actionable intelligence and support to law enforcement agencies across nearly a hundred Member States, thereby operationalizing its mandates effectively. The Software Products for Member States Unit develops a suite of applications that have a significant impact on investigations and convictions, with a user base in the six figures across various sectors. Job Overview:
The Solutions Architect will play a pivotal role in leading a large development team and overseeing the software development process within the UN's digital transformation initiatives. The incumbent will be responsible for organizing agile development, managing release strategies, and conducting system design activities. This position requires a strategic mindset to align software development with the needs of Member States and the overarching goals of the organization. The architect will define and document the architecture necessary for implementing the Digital Transformation and Secretary-General’s Digital Strategy, ensuring that the software solutions meet both current and future requirements. The role also involves engaging with various teams and divisions to uphold enterprise architecture standards and facilitate communication between clients and technical teams, ensuring successful project delivery and client satisfaction.
Duties and Responsibilities:
The incumbent will be responsible for leading a large development team, overseeing the development process, and organizing agile development and release management. Specific duties include conducting staff recruitment, system design activities, and reviews of application specifications. The Solutions Architect will design and implement strategic goals for software expansion, define architecture for digital transformation, and create new modules using modern technologies. The role involves managing development lifecycle activities, engaging with business sponsors, developing test plans, and producing written communications for clients. The architect will also handle client complaints, analyze data for trends, and perform other work-related tasks as needed.
Required Qualifications:
Candidates must possess a strong knowledge of systems design and development, as well as management and maintenance of complex information systems. The ability to develop and oversee institutional systems, along with strategic analytical capacity, is essential. Familiarity with various computer languages and development paradigms is required, as is the ability to analyze and interpret data for decision-making. The candidate should demonstrate professionalism, technological awareness, client orientation, and sound judgment in decision-making.
Educational Background:
An advanced university degree (Master’s degree or equivalent) in information systems, information technology, computer science, software engineering, data science, mathematics, statistics, or a related technical field is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
Experience:
A minimum of seven years of progressively responsible work experience in IT Software Architecture, software development, and enterprise systems design is required. Candidates should have experience in enterprise software development within a mature engineering environment, demonstrating modern software engineering practices such as agile delivery and automated testing. Experience with .Net technologies, financial technology domains, and Anti Money-Laundering/Counter-Financing of Terrorism frameworks is desirable. Familiarity with the United Nations System or similar international organizations is also preferred.
Languages:
English is required for this position, as it is one of the working languages of the United Nations Secretariat. French is also a working language, but proficiency in English is mandatory for this role. Candidates should refer to the UN Language Framework for the minimum required level of proficiency in these languages.
