Job Overview:
The E T Consultant - Research Analyst position is integral to the Development Impact Department (DECDI) within the Development Economics Vice Presidency (DEC) of the World Bank. This role is designed for an experienced professional who will support the department's engagement with the European Commission (EC) and the Partnership for Economic Inclusion (PEI). The Research Analyst will collaborate closely with Economists, Research Officers, Impact Evaluation Field Coordinators, and Research Assistants. The position combines responsibilities of a Senior Research Assistant and Data Manager, focusing on advancing trial-and-adopt impact evaluations and enhancing data systems within EU Cohesion Policy programs. The role also involves contributing to large-scale impact evaluations of government-led economic inclusion programs across multiple countries, ensuring the use of standardized data collection tools and frameworks to generate comparable evidence on program impacts. The successful candidate will engage in various activities, including coordinating programmatic engagements, conducting data analysis, participating in official missions, and delivering training to clients on impact evaluation methodologies.

Duties and Responsibilities:
The duties and responsibilities of the E T Consultant - Research Analyst include:
  • Coordinating and contributing to DECDI's programmatic engagements on cohesion policy effectiveness with the EC and the Partnership for Economic Inclusion’s Impact Collaborative.
  • Supporting the implementation of trial-and-adopt impact evaluation research projects and conducting related data analysis.
  • Participating in official missions and providing training and capacity building for clients on impact evaluation and DECDI-supported projects.
  • Supporting the delivery of the Programmatic ASA activity on trial-and-adopt impact evaluations and data ecosystems pilots to enhance EU Cohesion Policy effectiveness.
  • Serving as a Senior Research Assistant and Data Manager for the PEI Impact Collaborative, leading the coordination, harmonization, and documentation of survey, costing, and implementation data across six impact evaluations.
  • Ensuring effective communication and coordination between the DECDI team, partner researchers, World Bank policy teams, European Commission counterparts, and country representatives.
  • Drafting and providing inputs for the dissemination of DECDI’s outputs to various internal and external audiences, including briefs, blogs, presentations, policy reports, and press releases.
  • Coordinating the supervision of junior staff and short-term consultants supporting the portfolio, mentoring them on interactions with government, data collection, monitoring of implementation, and data analysis.

Required Qualifications:
Candidates must possess a strong track record in designing and executing research projects and related data analysis, particularly in the context of complex impact evaluations. The ideal candidate should have substantial experience in impact evaluation research and econometrics, data management, and coordination, demonstrating solid project management skills. Strong technical skills in the design and analysis of prospective impact evaluations and micro-econometrics are essential, along with the ability to communicate technical methodologies clearly and systematically. Candidates should also have experience mentoring and supervising consultants, as well as the ability to work flexibly and creatively across teams and countries.

Educational Background:
A Master’s degree in economics, public policy, or a related field is required, along with a minimum of 2 years of relevant professional experience in impact evaluation, empirical research, data management, and development policy and program design. Candidates should demonstrate analytical skills and a track record of delivering impact evaluation-related products, as well as the ability to develop and implement data collection and management strategies.

Experience:
Candidates should have a minimum of 2 years of relevant professional experience in impact evaluation, empirical research including experiments and quasi-experiments, data management, and development policy and program design. Experience in survey design and implementation in different countries, as well as analyzing complex surveys in developing countries, is highly desirable. Additionally, candidates should have experience harmonizing large, complex datasets and conducting pooled analyses.

Languages:
The mandatory language for this position is English. Proficiency in French is preferred, as it is considered a good to have language for this role.
