Job Overview: The Legal Operations Administrator position is situated within the Office of the General Counsel (OGC) at ADB, which provides legal and policy advice to the bank's Board of Directors, Management, and client departments. The role involves providing technical, analytical, and administrative support for various operations and administrative activities within the OGC. The successful candidate will work independently on defined areas of responsibility, supporting OGC Management Team members, scheduling meetings, coordinating events, preparing documentation, and managing the flow of legal operations. The position requires a proactive approach to assist in the preparation of policy papers, briefing notes, and other materials, while also contributing to knowledge management initiatives and ensuring effective communication within the team.
Duties and Responsibilities: The duties and responsibilities of the Legal Operations Administrator include:
Providing support to OGC Management Team members, including scheduling meetings and coordinating events.
Participating in the secretariat for OGC-sponsored events, workshops, and conferences.
Preparing documentation related to ADB policies and legal opinions, ensuring confidentiality.
Assisting in the preparation of policy papers, briefing notes, and speeches.
Managing activities of OGC teams and supervising legal operations assistants.
Monitoring and advising on counsels' assignments and interests.
Tracking document flow and maintaining centralized documentation.
Facilitating recruitment and position vacancy requirements.
Contributing to OGC's knowledge management initiatives and maintaining databases. 1
Generating statistical reports for OGC Management. 1
Assisting in developing training and orientation initiatives for staff and clients. 1
Preparing and reviewing documentation for ADB investment transactions and ensuring consistency with precedents. 1
Providing logistical and administrative support for LPR activities and project administration.
Required Qualifications: Candidates must possess a Bachelor's degree, preferably with a good working knowledge of ADB's project-related and technical assistance operations. A minimum of 5 years of relevant experience is required. Candidates should demonstrate excellent English communication skills, strong analytical abilities, attention to detail, and the capacity to manage confidential information and multiple priorities under tight timelines. The ability to work collaboratively as a constructive team member is essential, and familiarity with ADB's Competency Framework for Technical Local Staff Grade 3 (TL3) is recommended.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field. Candidates with additional qualifications or certifications related to legal operations or project management may be preferred, as they can enhance the candidate's ability to perform effectively in this role.
Experience: The position requires a minimum of 5 years of relevant experience in legal operations, project management, or a related field. Candidates should have a proven track record of managing administrative tasks, providing analytical support, and working within a legal or policy advisory context. Experience in a multilateral development bank or similar organization is advantageous.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within ADB. Proficiency in additional languages relevant to the Asia-Pacific region may be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and clients.
Additional Notes: This is a fixed-term appointment for an initial period of 3 years, with the possibility of extension for up to 2 years or conversion to a regular appointment based on performance and organizational needs.
