Job Overview: The Chargé·e de Projet d'Accompagnement Partenaire National plays a crucial role in enhancing the capacities of national partners in Monitoring, Evaluation, Accountability, and Learning (MEAL) and project management. This position involves creating tools, providing training, and offering methodological support to ensure the effective implementation of the support strategy for operational partners. The role requires collaboration with various stakeholders to assess and address the needs of partners, develop training modules, and evaluate the impact of the tools and training provided. The position is integral to the continuous improvement of the MEAL system within the mission and involves active participation in coordination forums and the development of training materials tailored to partner needs.
Duties and Responsibilities: The responsibilities of the Chargé·e de Projet include finalizing, improving, updating, and disseminating a MEAL toolbox in collaboration with the coordinator" style="border-bottom: 1px dotted #007bff !important;">MEAL Coordinator. The role requires ongoing consultation with ACF partners to gather and analyze their capacity-building needs. The Chargé·e will contribute to the evolution of tools based on feedback from partners, promote and deploy the toolbox through the creation of dissemination materials, and actively participate in coordination forums. Additionally, the position involves developing and implementing training related to the toolbox, conducting evaluations of training sessions, and providing support to partners on national issues. The Chargé·e will also develop protocols for support, methodologies for diagnostics, and contribute to the continuous improvement of procedures and the MEAL system of the mission.
Required Qualifications: Candidates must possess a Master's level education in fields such as political science, local and territorial development, project coordination, social sciences, design, economics, or statistics. A minimum of four years of project management experience is required, with a strong focus on monitoring and evaluation, primarily in France. Experience in social action, food security, and access to rights is essential, along with proven experience in network development and coordination of stakeholders. Candidates should have significant associative experience in France, particularly with vulnerable populations and in priority urban areas. Strong skills in data collection, management, and analysis (both qualitative and quantitative) are necessary, as well as organizational skills, rigor, flexibility, and the ability to build and maintain trustful relationships with various actors.
Educational Background: The educational background required for this position includes a Master's degree in relevant fields such as political science, local development, project management, social sciences, or statistics. This advanced education is crucial for understanding the complexities of project management and the specific challenges faced in the humanitarian sector.

Additional Notes: This is a full-time position classified as a cadre integrated with a fixed-term contract of 10 months. The role is based in either Marseille or Montreuil, with a salary range of €37,000 to €43,000 gross annually, depending on experience. Employees are entitled to 25 days of paid leave and 21 days of RTT. Health coverage is provided, with 80% of costs covered by ACF. Transportation costs are reimbursed at 50%, and meal vouchers are provided with 60% of the cost covered by the organization. The position allows for remote work, with a requirement for 12 days of in-person attendance per month, along with mandatory attendance for collective meetings and integration events.
