Job Overview: The Contracts Officer position at UNICEF involves supporting the planning, development, and execution of procurement strategies specifically for ICT goods and services. The incumbent will engage in end-to-end procurement activities, which include procurement planning, market research, solicitation development, bid evaluation, supplier negotiations, and contract administration. This position is part of a batch recruitment for two Temporary Appointment Contracts Officer roles, each lasting 364 days, and requires collaboration with internal stakeholders, country offices, and external partners to enhance procurement effectiveness and ensure value for money.
Duties and Responsibilities: The Contracts Officer will be responsible for reviewing procurement requirements and requisitions to ensure they meet UNICEF's policies and procedures. The role includes supporting the development of procurement plans and sourcing strategies for ICT goods and services, conducting market research to identify qualified suppliers, and preparing Statements of Work (SOWs) and Terms of Reference (TORs). The incumbent will lead solicitation processes, prepare tender documents, evaluate proposals, and negotiate contracts. Additionally, the officer will monitor supplier performance, manage contract administration activities, contribute to risk assessments, and maintain procurement records in compliance with UNICEF procedures. Other duties may be assigned by the Contracts Specialist or Contracts Manager as needed.
Required Qualifications: Candidates must possess a Bachelor’s degree or equivalent in fields such as Supply/Purchasing, Business Administration, Economics, Procurement, Contract Law, Commercial Law, Supply Chain Management, or Information Technology. The role requires at least two years of relevant work experience in areas such as Supply Management, ICT procurement, contract administration, vendor management, and risk management. Essential skills include proficiency in procurement processes, contract management, negotiation skills, and knowledge of ICT infrastructure and ERP systems.
Educational Background: A Bachelor’s degree or equivalent (First Level University Degree) in relevant fields is mandatory. A Master’s degree in the same areas is preferred, which may enhance a candidate's competitiveness for the position.
Experience: The position requires a minimum of two years of relevant work experience in supply management and ICT procurement. Candidates with five or more years of experience, particularly in international organizations or with specific procurement experience in software, cloud services, and ICT equipment, will be preferred. Relevant experience in development, fragile settings, and humanitarian contexts is also advantageous.
Languages: Fluency in English is required for this position. Knowledge of another official UN language such as Arabic, Chinese, French, Russian, or Spanish is considered a desirable asset that could enhance a candidate's application.
