Job Overview: The position of Consultant International involves leading the evaluation of the UNDP Country Programme in Burundi for the period 2024-202
This evaluation will assess the outcomes and impacts of the programme, specifically focusing on the effects of outcomes 1, 2, and 3 as outlined in the Country Programme Document (CPD). The consultant will be responsible for designing and implementing the evaluation methodology, collecting and analyzing data, and providing recommendations based on the findings. The role requires a deep understanding of the UNDP's strategic objectives and the socio-economic context of Burundi. The consultant will work closely with UNDP staff and stakeholders to ensure that the evaluation is comprehensive and meets the required standards. The expected duration of the consultancy is 40 working days, during which the consultant will need to engage with various stakeholders, including government officials, civil society organizations, and beneficiaries of the programme.
Duties and Responsibilities: The Consultant International will have a range of duties and responsibilities, including but not limited to:
Developing a detailed evaluation plan that outlines the methodology, data collection methods, and timeline for the evaluation.
Conducting interviews, focus group discussions, and surveys with relevant stakeholders to gather qualitative and quantitative data.
Analyzing the collected data to assess the effectiveness, efficiency, and relevance of the UNDP Country Programme in Burundi.
Preparing a comprehensive evaluation report that includes findings, conclusions, and actionable recommendations for future programming.
Presenting the evaluation results to UNDP management and stakeholders, facilitating discussions on the implications of the findings.
Ensuring that the evaluation process adheres to UNDP's evaluation standards and ethical guidelines.
Collaborating with UNDP staff to incorporate feedback and ensure the evaluation meets the needs of the organization and its partners.
Required Qualifications: The ideal candidate for this position should possess the following qualifications:
A master's degree or higher in social sciences, development studies, evaluation, or a related field.
Proven experience in conducting evaluations, particularly in the context of international development and UNDP programmes.
Strong analytical skills and the ability to synthesize complex information into clear and actionable recommendations.
Excellent communication skills, both written and verbal, with the ability to present findings to diverse audiences.
Familiarity with the socio-economic context of Burundi and the challenges faced by the country in terms of development.
Knowledge of UNDP's policies, procedures, and evaluation standards is highly desirable.
Educational Background: Candidates must have a minimum of a master's degree in a relevant field such as social sciences, international development, public policy, or a related discipline. A PhD or equivalent advanced degree is preferred, particularly for candidates with extensive experience in evaluation and research methodologies.
Experience: The position requires a significant level of experience, ideally a minimum of 5-7 years in evaluation, research, or related fields within the context of international development. Experience working with UN agencies or similar organizations is highly advantageous. The consultant should have a proven track record of successfully leading evaluations and producing high-quality reports that inform policy and programming decisions.
Languages: Fluency in French is mandatory, as the evaluation will be conducted in a Francophone context. Proficiency in English is also required, as it may be necessary for reporting and communication with international stakeholders. Knowledge of Kirundi or other local languages would be considered an asset, enhancing the consultant's ability to engage with local communities and stakeholders effectively.
Additional Notes: This consultancy is for a fixed term of 40 working days, and the consultant will be expected to work remotely with occasional travel to Burundi if necessary. The position is classified as an individual contractor role, and the consultant will be compensated based on their qualifications and experience.
