Job Overview: The Emergency Specialist position at UNICEF involves establishing and implementing emergency preparedness and response strategies within the country office. Duties and Responsibilities:
Inter-Agency Coordination: Facilitate coordination among various agencies involved in the Ebola response, ensuring effective communication and collaboration.
Humanitarian Leadership: Provide leadership in humanitarian efforts, guiding the implementation of UNICEF's strategies in emergency settings.
OCHA Liaison: Act as a liaison with the Office for the Coordination of Humanitarian Affairs (OCHA) to align UNICEF's efforts with broader humanitarian strategies.
Coordination Support: Offer support to the Ebola response by coordinating with government authorities, UN agencies, and implementing partners to deliver measurable results.
Monitoring and Evaluation: Develop and implement monitoring and evaluation frameworks to assess the effectiveness of emergency interventions.
Community Engagement: Engage with communities to understand their needs and perceptions, ensuring that interventions are culturally sensitive and effective.
Reporting: Prepare reports on the progress of emergency interventions and present findings to stakeholders.
Capacity Building: Support the capacity building of local partners and authorities to enhance their ability to respond to emergencies.
A combination of management, administration, and relevant technical fields is preferred.
Minimum of five years of progressively responsible professional work experience at national and international levels in program/project development, planning, implementation, monitoring, evaluation, and administration.
Experience in humanitarian, emergency, or public health emergency settings is essential.
Proven track record of supporting active outbreak or emergency responses, particularly in fragile and conflict-affected environments.
Educational Background: Candidates must possess an advanced university degree in relevant fields such as social sciences, public administration, international law, public health, nutrition, international relations, or business administration. A combination of management and technical expertise is highly desirable, reflecting a comprehensive understanding of the complexities involved in emergency response and humanitarian efforts.
Experience: The position requires a minimum of five years of progressively responsible professional work experience at both national and international levels. Candidates should have substantial experience in program/project development, planning, implementation, monitoring, evaluation, and administration, particularly in humanitarian contexts. Experience in managing emergency responses, especially in the Democratic Republic of the Congo or similar environments, is crucial.
Languages: Fluency in French is mandatory, along with intermediate proficiency in English. Knowledge of another official UN language (Arabic, Chinese, Russian, or Spanish) or a local language is considered an asset, enhancing communication and engagement with diverse communities.
