Job Overview: The SBC Officer (Digital) plays a crucial role in supporting UNICEF's emergency response program in the Democratic Republic of the Congo, particularly in the context of the ongoing Ebola Virus Disease outbreak. Under the supervision of the Chief of Social and Behaviour Change in Kinshasa, the officer will work closely with various stakeholders, including government counterparts, UN agencies, NGOs, and implementing partners. The primary focus of this position is to design, manage, monitor, and evaluate innovative digital strategies for social and behaviour change (SBC) and risk communication and community engagement (RCCE). The officer will be responsible for enhancing digital communication efforts, utilizing social listening techniques, and implementing technology-enabled engagement approaches to strengthen response actions against Ebola. This role requires adaptability, strong coordination skills, and cultural sensitivity to effectively address the needs of affected populations, particularly children and at-risk communities.
Duties and Responsibilities: The SBC Officer (Digital) will be responsible for several key duties, including:
Digital SBC Design, Planning, and Implementation: Develop and implement evidence-based digital SBC strategies that align with the emergency response program.
Research, Data, Evidence, and Social Listening: Conduct research and gather data to inform SBC strategies, utilizing social listening tools to understand community perceptions and feedback.
Coordination, Partnerships, and Operational Support: Collaborate with various stakeholders, including government agencies, NGOs, and community organizations, to ensure effective implementation of SBC initiatives.
Capacity Building, Learning, and Scale-Up: Provide training and support to partners and community members to enhance their capacity in digital communication and engagement strategies.
Monitoring and Evaluation: Establish monitoring and evaluation frameworks to assess the impact of digital SBC initiatives and make necessary adjustments based on findings.
Required Qualifications: To qualify for this position, candidates must meet the following minimum requirements:
Education: A university degree in social and behavioural science, sociology, anthropology, communication studies, communication for development, psychology, digital communication, computer science, public health, social sciences, or a related field is required.
Work Experience: A minimum of two years of professional experience in areas such as social development program planning, communication for development, social and behaviour change, digital communication, social listening, community management, public advocacy, or emergency response is required.
Skills: Proficiency in social listening and public advocacy is essential. Candidates should also possess strong analytical and communication skills, with the ability to work collaboratively in a team environment.
Educational Background: Candidates must hold a university degree in a relevant field, such as social and behavioural science, sociology, anthropology, communication studies, communication for development, psychology, digital communication, computer science, public health, or social sciences. This educational background is critical for understanding the complexities of social behaviour and communication strategies necessary for effective engagement in emergency response contexts.
Experience: The position requires a minimum of two years of professional experience in relevant fields. Candidates should have experience in social development program planning, communication for development, social and behaviour change, digital communication, social listening, community management, public advocacy, or emergency response. Experience in humanitarian contexts, particularly in fragile settings, is highly desirable. Relevant experience within a UN system agency or organization is considered an asset, as is experience supporting outbreak or emergency response activities.
Languages: Fluency in French is required for this position, as it is the primary language of communication in the Democratic Republic of the Congo. Proficiency in Lingala and/or Swahili is also required, as these languages are commonly spoken in the regions affected by the Ebola outbreak. Knowledge of another official UN language (Arabic, Chinese, English, Russian, or Spanish) or a local language is considered a desirable asset, enhancing the candidate's ability to communicate effectively with diverse populations.
