Job Overview:
The Director of the Programme Planning and Budget Division is tasked with providing strategic leadership in planning, implementing, and overseeing programme planning and budgeting activities. This role requires a deep understanding of organizational mandates and legislative directives, ensuring that all activities align with results-based management principles. The Director will drive innovation and continuous improvement in budgeting frameworks, modernizing policies, processes, tools, and data products to enhance efficiency and accountability. The position also involves serving as a principal advisor to senior leadership on budgetary policy and resource allocation, ensuring that the division meets its objectives effectively.

Duties and Responsibilities:
The Director will manage the overall programme of the Programme Planning and Budget Division, contributing to the formulation of departmental strategies and policies. Responsibilities include developing and implementing policies and procedures consistent with UN regulations, providing strategic guidance to Secretariat entities, overseeing the management of division activities, and ensuring timely delivery of outputs. The Director will coordinate the preparation of the Secretary-General's programme budgets and performance reports, represent the division in legislative bodies, and oversee recruitment processes while promoting geographical and gender balance. Additionally, the Director will monitor the liquidity situation of the regular budget and lead engagement with Member States on budget-related matters.

Required Qualifications:
Candidates must possess advanced university degrees in business or public administration, finance, accounting, law, economics, social sciences, or a related area. A first-level university degree combined with two additional years of relevant work experience may be accepted in lieu of the advanced degree. The position requires over fifteen years of progressively responsible experience in financial management and budgeting, with at least five years in senior management roles. Experience in leading presentations to legislative bodies within the UN or inter-governmental organizations is essential, along with a background in managing finance or budgeting teams.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in relevant fields such as business or public administration, finance, accounting, law, economics, or social sciences is required. A first-level university degree (Bachelor's degree or equivalent) may be accepted if accompanied by additional relevant work experience, demonstrating the candidate's capability in the field.

Experience:
Candidates should have over fifteen years of progressively responsible experience in financial management and budgeting, with a minimum of five years in senior management positions. Experience in leading proposals to legislative bodies in the UN or similar organizations is required, along with a background in supporting field operations within the UN system. Desirable experience includes leading improvements in budgetary processes and managing finance teams in public sector entities.

Languages:
English is required for this position, with a minimum proficiency level of UN Level II in reading, writing, listening, and speaking. French is considered desirable, with a minimum proficiency level of UN Level I in the same areas. Proficiency in these languages is essential for effective communication within the UN Secretariat, which operates in both English and French.
