Job Overview: The National Consultant will be responsible for undertaking a comprehensive assessment of regulatory frameworks related to strategic minerals in Southern Africa. This role involves analyzing existing regulations, identifying gaps, and proposing harmonization strategies across different jurisdictions. The consultant will work closely with stakeholders in the mining sector, government agencies, and civil society to gather insights and data necessary for the assessment. The position requires a deep understanding of mining regulations, policy analysis, and the ability to engage with diverse stakeholders. The consultant will also be expected to deliver a detailed report outlining findings and recommendations for improving regulatory frameworks to support sustainable mineral development in the region.
Duties and Responsibilities:
Conduct a thorough assessment of existing regulatory frameworks governing strategic minerals in Southern Africa.
Identify key stakeholders involved in the mining sector and engage them for insights and data collection.
Analyze the effectiveness of current regulations and identify gaps or inconsistencies.
Propose recommendations for harmonizing regulatory frameworks across different jurisdictions to facilitate better governance in the mining sector.
Prepare a comprehensive report detailing findings, analysis, and recommendations.
Present findings to relevant stakeholders and incorporate feedback into the final report.
Ensure compliance with UNDP procurement processes and guidelines throughout the assignment.
Maintain clear communication with the UNDP procurement unit and provide updates on progress as required.
Required Qualifications: The ideal candidate should possess a strong background in law, public policy, or a related field, with a focus on mining regulations. Candidates should have demonstrated experience in regulatory analysis, policy development, and stakeholder engagement. Strong analytical skills, attention to detail, and the ability to synthesize complex information into clear recommendations are essential. Familiarity with the mining sector in Southern Africa and experience working with governmental and non-governmental organizations will be advantageous. Candidates should also have excellent communication skills, both written and verbal, to effectively convey findings and recommendations to diverse audiences.
Educational Background: A minimum of a Master's degree in law, public policy, environmental science, or a related field is required. Additional certifications or training in mining law or regulatory frameworks will be considered an asset. Candidates with a Bachelor's degree combined with extensive relevant experience may also be considered.
Experience: Candidates should have at least 5 years of professional experience in regulatory analysis, policy development, or consulting within the mining sector. Experience working with international organizations, government agencies, or civil society organizations in Southern Africa is highly desirable. Proven track record of conducting assessments or evaluations related to regulatory frameworks will be a significant advantage.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of additional languages relevant to the Southern African region, such as Portuguese or French, would be considered an asset and beneficial for stakeholder engagement.
Additional Notes: This position is classified as an individual contractor role, with an expected duration of 60 working days over a period of four months. The consultant will be required to submit proposals directly through the UNDP supplier portal by the specified deadline. The role is expected to be full-time during the assignment period, and the consultant will work remotely or on-site as required, depending on the nature of the assessment and stakeholder engagement.
