Job Overview:
The position involves coordinating a comprehensive assessment of routine health information systems (RHIS) and health management information systems (HMIS) to strengthen the management and quality of data related to sexual and reproductive health and rights (SRHR). The consultant will work closely with UNFPA country offices and national stakeholders to collect and analyze data, ensuring that the findings inform strategies for improving health systems in the Arab States region. The role requires a deep understanding of health information systems and the ability to navigate complex data landscapes to enhance the effectiveness of SRHR interventions.

Duties and Responsibilities:
The consultant will be responsible for reviewing the existing assessment proposal and data collection tools, providing recommendations for improvement, and compiling an inception report. They will conduct a literature review on the regional RHIS landscape, liaise with SRHR focal points to identify relevant national information sources, and coordinate primary data collection with the Ministry of Health and other stakeholders. The consultant will also conduct key informant interviews, compile and analyze data, and draft a comprehensive assessment report with tailored recommendations for each country. Additionally, they will develop a guidance note to support UNFPA country offices in advocating for routine health service data collection and present findings during virtual meetings.

Required Qualifications:
Candidates must possess an advanced university degree in public health, health informatics, health information systems, demography, social sciences, or related fields. They should have at least five years of experience in research, policy analysis, or program implementation in health information systems, with a preference for candidates who have proven experience in health systems strengthening, particularly with DHIS2 in the Arab region. Strong communication and analytical skills, along with the ability to draft technical reports and guidance notes, are essential.

Educational Background:
An advanced university degree in public health, health informatics, health information systems, demography, social sciences, or related fields is required. Candidates with at least seven years of relevant experience may be considered in lieu of an advanced degree.

Experience:
The position requires a minimum of five years of experience in research, policy analysis, or program implementation related to health information systems. Candidates with extensive experience in health systems strengthening, particularly in the Arab region, will be preferred. Demonstrated expertise in drafting technical reports and familiarity with international health information system assessment frameworks are also necessary.

Languages:
Full professional proficiency in both written and oral English and Arabic is mandatory. A working knowledge of French is considered desirable, enhancing the candidate's ability to communicate in a multilingual environment.
