Job Overview: The National Consultant will be responsible for conducting a midterm review (MTR) of a specific project under the UNDP in Laos. This role involves assessing the progress of the project against its objectives and outcomes, ensuring that the project is on track to meet its end-of-project targets. The consultant will analyze the project's Results Framework/Logframe, evaluate the clarity and feasibility of the project's objectives, and provide recommendations for improvement where necessary. The consultant will also utilize a traffic light system to color code progress and assign ratings based on the achievement of outcomes. This position requires a thorough understanding of project management and evaluation methodologies, particularly in the context of UNDP-supported projects.
Duties and Responsibilities: The consultant's primary duties will include:
Assessing the clarity and feasibility of the project's objectives and outcomes within the designated time frame.
Conducting a comprehensive review of the logframe indicators to evaluate progress towards the end-of-project targets.
Utilizing the Progress Towards Results Matrix to analyze and document the project's achievements against its targets.
Implementing a traffic light system to visually represent the level of progress achieved for each outcome.
Assigning ratings on progress for each outcome based on the analysis conducted.
Identifying major areas of concern and recommending actionable areas for improvement.
Preparing a detailed report summarizing findings, analyses, and recommendations for stakeholders.
Collaborating with the MTR team and other relevant stakeholders to ensure a comprehensive review process.
Required Qualifications: Candidates must possess a strong background in project management, evaluation, or a related field. They should have experience working with UNDP or similar international organizations, particularly in conducting midterm reviews or evaluations. Strong analytical skills, attention to detail, and the ability to synthesize complex information into clear recommendations are essential. Familiarity with the UNDP's Results Framework and project management methodologies is highly desirable. Additionally, candidates should demonstrate excellent communication skills, both written and verbal, to effectively convey findings and recommendations to stakeholders.
Educational Background: A minimum of a master's degree in a relevant field such as international development, public administration, project management, or a related discipline is required. Advanced degrees or certifications in monitoring and evaluation, project management, or related areas will be considered an asset.
Experience: Candidates should have at least 5 years of professional experience in project management, evaluation, or related fields. Experience specifically in conducting midterm reviews or evaluations for international development projects, particularly those funded by UNDP or similar organizations, is highly preferred. Familiarity with the specific context of Laos and its development challenges will be an advantage.
Languages: Fluency in English is mandatory, as all reports and communications will be conducted in English. Knowledge of Lao language is considered an asset but not mandatory. Proficiency in other languages relevant to the region may also be beneficial.
Additional Notes: This position is for an individual contractor and is expected to be a full-time engagement for the duration of the midterm review process. The consultant will be required to work closely with the UNDP team in Laos and may need to travel within the country as part of the review process. The contract duration and specific terms will be discussed during the selection process. Compensation will be commensurate with experience and in line with UNDP's policies for individual contractors.
