Job Overview:
The Technical Consultant position at UNICEF is designed to support the design and implementation of hard-component interventions. The consultant will be responsible for conducting facility assessments, engaging in community and stakeholder consultations, preparing construction-related documentation, and advising on suitable implementation modalities. This role is crucial in ensuring that the interventions are child-friendly and meet the needs of the communities served. The consultant will work remotely but will be required to travel for site assessments and consultations, ensuring that the interventions are effectively tailored to the local context and needs.

Duties and Responsibilities:
The consultant will undertake several key tasks, including:
  • Site Selection and Assessment: Conduct thorough assessments of potential sites for Child Friendly Service Hubs and Schools to ensure they meet the necessary criteria for implementation.
  • Community and Stakeholder Consultations: Engage with local communities and stakeholders to gather input and feedback on the proposed interventions, ensuring that their voices are heard and considered in the planning process.
  • Development of Bills of Quantities (BoQs) and Technical Documentation: Prepare detailed BoQs and technical documentation necessary for the construction and rehabilitation works, ensuring accuracy and compliance with standards.
  • Market Research & Implementation Strategy Review: Conduct market research to inform the implementation strategy, ensuring that the approach is feasible and sustainable in the local context.
  • Deliverables: The consultant will be expected to deliver comprehensive reports and documentation that outline the findings from assessments, consultations, and research, along with recommendations for moving forward with the interventions.

Required Qualifications:
The ideal candidate must possess a Bachelor's degree in Civil Engineering, Architecture, Construction Management, or a related field. Additionally, the candidate should have a minimum of 3 years of relevant work experience in infrastructure assessment, design, or construction supervision. Strong skills in BoQ preparation, cost estimation, and technical reporting are essential, along with a demonstrated commitment to UNICEF's safeguarding and PSEA standards. Experience working on child-friendly or community spaces, public buildings, and small-scale rehabilitation works is highly desirable.

Educational Background:
Candidates must have a Bachelor's degree in a relevant field such as Civil Engineering, Architecture, or Construction Management. This educational background is critical to ensure that the consultant has the necessary technical knowledge and skills to effectively assess and design infrastructure projects that meet the needs of children and communities.

Experience:
A minimum of 3 years of professional experience in infrastructure assessment, design, or construction supervision is required. This experience should include working on projects that involve community engagement and the development of child-friendly spaces, as well as a strong understanding of construction processes and standards.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be considered an asset, particularly if they relate to the local context or communities being served.

Additional Notes:
The contract duration for this consultancy is 9 months, and the position is primarily remote with the requirement for travel to various sites for assessments and consultations.
