Job Overview:
The National Consultant for Financial Sustainability of One Door Service Centres (ODSCs) will play a crucial role in enhancing the financial viability and operational efficiency of these centers. The consultant will be responsible for assessing the current financial frameworks, identifying potential revenue streams, and developing sustainable financial models that can be implemented within the ODSCs. This position requires a deep understanding of financial management, public sector financing, and the specific challenges faced by service centers in Laos. The consultant will work closely with local stakeholders, including government agencies and community organizations, to ensure that the financial strategies align with national policies and local needs. The assignment is expected to run from June 26, 2026, to August 31, 2026, and the consultant will be required to submit proposals directly through the UNDP procurement portal.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including: conducting a comprehensive financial assessment of the One Door Service Centres; identifying and analyzing existing funding sources and financial practices; developing a strategic financial sustainability plan that includes diverse revenue generation strategies; providing recommendations for improving financial management practices; engaging with stakeholders to gather insights and foster collaboration; preparing detailed reports and presentations on findings and recommendations; and ensuring that all financial strategies are compliant with local regulations and UNDP guidelines. The consultant will also be expected to facilitate workshops and training sessions for ODSC staff to enhance their financial literacy and capacity to implement the proposed strategies.

Required Qualifications:
Candidates must possess a strong background in finance, economics, or a related field. A proven track record in financial consulting, particularly within the public sector or non-profit organizations, is essential. Familiarity with the operational context of service delivery in Laos and experience working with government entities will be highly advantageous. The consultant should demonstrate excellent analytical skills, the ability to develop actionable financial strategies, and strong communication skills to effectively engage with diverse stakeholders.

Educational Background:
A minimum of a Master's degree in Finance, Economics, Public Administration, or a related field is required. Additional certifications in financial management or consulting will be considered an asset. Candidates with relevant academic qualifications and professional training in financial sustainability practices will be preferred.

Experience:
The ideal candidate should have at least 5 years of relevant experience in financial consulting, with a focus on sustainability and public sector financing. Experience working with international organizations, particularly in the context of development projects, is highly desirable. The consultant should also have a demonstrated ability to work independently and manage multiple tasks effectively within tight deadlines.

Languages:
Fluency in English is mandatory, both written and spoken. Proficiency in Lao language is highly desirable, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role. Knowledge of additional languages relevant to the region may also be beneficial.
