Job Overview: The Programme Manager for the Emergency Rapid Response Mechanism (ERRM) is responsible for overseeing the management and supervision of Deputy Programme Managers, with a strong emphasis on staff capacity building, performance management, and operational support. The role involves ensuring effective project implementation, budget monitoring, and timely follow-up of programme activities. The Programme Manager will work closely with Grants and Field Coordination teams to support reporting, proposal development, and donor compliance. Additionally, the position requires leading coordination with relevant ERRM stakeholders and external actors, promoting programme quality through a dynamic, adaptive, and context-driven management approach. The Programme Manager must navigate complex humanitarian access constraints due to active conflict and insecurity, requiring a proactive approach to ensure the safety and effectiveness of operations.
Duties and Responsibilities:
Oversee the management and supervision of Deputy Programme Managers, ensuring effective project implementation and operational support.
Monitor project budgets and ensure timely follow-up of programme activities.
Collaborate with Grants and Field Coordination teams to support reporting and proposal development.
Lead coordination with ERRM stakeholders and external actors to promote programme quality.
Adapt WASH and Cash interventions in response to emergencies, such as disease outbreaks or natural disasters.
Ensure compliance with donor requirements and contractual obligations.
Conduct regular assessments of humanitarian needs and priorities in the field.
Manage mobile ERRM teams, ensuring effective communication and oversight despite operational constraints.
Address logistical challenges related to road access, seasonal flooding, and air transport dependency. 1
Ensure staff welfare and duty of care considerations are prioritized during deployments in high-stress environments.
Required Qualifications:
Proven experience in WASH and Cash program management, with proficiency in planning, implementing, and monitoring projects.
Strong leadership and team management skills, with the ability to engage stakeholders effectively.
Autonomy and rigor in managing complex projects in challenging environments.
Excellent communication skills, both written and verbal, with the ability to draft technical and project management documents.
Strong analytical and problem-solving skills to navigate operational challenges.
Educational Background: A Bachelor's degree in engineering, Biology, Water Resources Management, Humanitarian/Development/Political Studies, or a related field is required for this position. A relevant advanced degree may be advantageous but is not mandatory.
Experience: Candidates should have 3-4 years of experience in the humanitarian sector, with 0-2 years in a similar position. Experience in emergency response and managing WASH and Cash programs is highly desirable.
Languages: Fluency in English is necessary for this position. Proficiency in Arabic is considered a bonus, enhancing communication with local stakeholders and communities.

The role is based in Juba, South Sudan, and involves working in a highly volatile and complex humanitarian environment. The salary is competitive, starting from EUR 2310 gross per month, with additional benefits including a monthly Per Diem of USD 700, accommodation costs, and travel expenses covered by SI. Expatriates will also receive an insurance package covering healthcare expenses and essential vaccinations. The position requires flexibility and the ability to adapt to rapidly changing humanitarian needs, with a focus on staff welfare and safety during deployments.
