Job Overview: The Consortium coordinator" style="border-bottom: 1px dotted #007bff !important;">Finance Coordinator is responsible for ensuring the effective functioning of finance, human resources, logistics/procurement administration, and ICT across all program implementation teams and support departments within the consortium. This role involves implementing strategic and operational frameworks to ensure compliance with donor and consortium guidelines. The Coordinator will support the implementation of NRC's systems and procedures, conduct periodical reviews of records for adherence to grant terms, consolidate financial reports, and maintain high standards of filing for financial and accounting deliverables. The position requires active participation in organizing consortium staff coordination meetings and trainings, monitoring budget utilization, and ensuring compliance with financial regulations throughout the consortium.
Duties and Responsibilities: The duties and responsibilities of the Consortium Finance Coordinator include:
Supporting the implementation of NRC’s systems and procedures, including the NRC Consortium Guide and donor requirements.
Conducting effective periodical reviews of records from implementing agencies for adherence to grant terms and conditions.
Consolidating financial reports, fund requests, and budgets of member agencies in a timely manner.
Maintaining high standards of filing for all financial and accounting deliverables.
Organizing consortium staff coordination meetings and trainings.
Monitoring budget utilization and taking appropriate actions on significant variances.
Managing the Consortium Compliance System, ensuring proper systems for monitoring compliance are established.
Conducting regular compliance visits to assess financial, HR, and logistics systems of consortium members.
Reviewing local partner finance reports and monitoring budgets for financial stability. 1
Organizing finance meetings and workshops for consortium members. 1
Contributing to the development of a risk register and maintaining effective internal controls. 1
Ensuring timely and accurate compilation of financial records in line with international accounting standards. 1
Supporting consortium members in compliance with sub-grant agreements and conducting audits.
Required Qualifications: The required qualifications for the Consortium Finance Coordinator position include:
A Bachelor of Arts degree in Accounting, Business, or Finance.
Professional accounting qualifications such as ACCA, CIMA, CPA, or CA are considered an asset.
Experience working on projects funded by major international donors such as the EU, USAID, DFID, and the UN.
At least 2 years of post-qualification experience in a finance/accounting role within the International NGO sector.
Auditing experience with NGOs is advantageous.
Proficiency in Microsoft Office programs, particularly Word and Excel, as well as accounting packages and database competencies.
Proven experience in conducting training for finance and non-finance managers.
Strong problem-solving skills, excellent time management, multitasking, documentation, and reporting skills.
Good communication, interpersonal, representation, negotiation, and leadership skills.
Educational Background: Candidates must possess a Bachelor of Arts degree in Accounting, Business, or Finance. Additionally, professional accounting qualifications such as ACCA, CIMA, CPA, or CA are highly desirable and will enhance the candidate's profile for this position.
Experience: The position requires at least 2 years of post-qualification experience in a finance/accounting role, specifically within the International NGO sector. Experience working on projects funded by major international donors such as the EU, USAID, DFID, and the UN is essential. Candidates with auditing experience in NGOs will have an advantage. Familiarity with financial management in a consortium model and experience in project startup and closeout are also beneficial.
Languages: A good command of English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly in the context of working with diverse populations and stakeholders in South Sudan.
Additional Notes: This position is a National Contract with a duration of 12 months. The role is based in Juba, South Sudan, with an expected travel requirement of 15%. The position is classified at Grade 7, reporting to the Consortium Manager, with technical supervision from the Finance Manager.
