Job Overview:
The position of EHA Program Manager encompasses both the technical aspect of installing potable water supplies in precarious living conditions and providing technical support to partner institutions. Additionally, the role involves general project monitoring and management. The EHA Program Manager is responsible for ensuring that operational sites have access to potable water in adequate quantity and quality throughout the year. Since March 2020, SI has been active in France to address issues of water, hygiene, and sanitation precariousness across five French territories. Collaborating with water and sanitation operators in metropolitan areas and their foundations, the projects target populations living in degraded sites such as slums or squats, who have limited access to basic services, including drinking water, sanitation, and essential hygiene products. SI's strategy focuses on supporting local actors in their search for concrete solutions by proposing improvements to sanitary conditions at sites, including the installation of potable water supplies, sanitation infrastructure, and the development of pilot projects tailored to the context of each intervention area.

Duties and Responsibilities:
The main responsibilities of the EHA Program Manager include frequent fieldwork involving plumbing interventions, regular travel between Angers and Nantes across numerous sites, and preparing for a partnership with a pipeline company for water access in precarious housing sites in 202
  • The initial priorities for the first two to three months include visiting operational sites, contributing to data analysis, communicating with institutional partners, and proposing collaborative work axes with community mobilization colleagues. The EHA Program Manager must ensure that operational sites benefit from access to potable water, maintaining both quantity and quality throughout the year.

Required Qualifications:
The ideal candidate should possess a Bac+3 or Bac+5 degree in Water Management or Water Engineering. Experience in the humanitarian sector is required, with 0-2 years of relevant experience and 3-4 years in a similar position. Technical skills necessary for the role include manual skills, plumbing knowledge, project management capabilities (including monitoring and evaluation, proposal writing, and data management), as well as hydraulic and modeling expertise. Additionally, transversal skills such as knowledge of social associations, understanding of French regulations regarding drinking water, and familiarity with public markets are essential.

Educational Background:
Candidates should have a Bac+3 or Bac+5 degree in a relevant field such as Water Management or Water Engineering. This educational background is crucial for understanding the technical and regulatory aspects of the role.

Experience:
The position requires candidates to have 0-2 years of experience in the humanitarian sector, along with 3-4 years of experience in a similar role. This level of experience is necessary to ensure that the candidate is equipped to handle the challenges and responsibilities associated with the position effectively.

Languages:
Fluency in French is mandatory, while knowledge of Romani or Romanian and English is considered a plus. Proficiency in these languages will facilitate communication with diverse stakeholders and enhance the effectiveness of the role.

  • The role is based in Nantes, within the Atlantic Zone. The salary for the position starts at EUR 2865 gross per month, depending on experience.
