Job Overview:
The Program Manager (PM) for ECHO will report directly to the Deputy Country Director, Programs, and will be responsible for providing comprehensive technical and management leadership for RI’s Health, Nutrition, Protection, and WASH programs in the regions of Nasir and Longechuk. This role encompasses the management of all aspects of the projects, including program cycle management, human resources management, budget oversight, program monitoring, reporting, and representation. The PM will play a crucial role in program design and development, actively participating in key internal and external coordination meetings as required by the program department. The position demands strong writing and reporting skills, community engagement, and project management expertise, ensuring that all project activities align with approved proposals, budgets, and donor regulations.

Duties and Responsibilities:
The Program Manager will be tasked with providing overall management, leadership, and implementation oversight for ECHO-funded projects in Longechuk and Nasir Counties, ensuring timely and quality implementation of all interventions. Responsibilities include leading project planning, implementation, monitoring, and adaptation processes, conducting field monitoring visits, coordinating with various operational teams, and ensuring compliance with ECHO visibility and reporting requirements. The PM will also prepare high-quality donor reports, support emergency preparedness and response activities, and ensure accountability to affected populations through effective monitoring and feedback mechanisms. Additionally, the PM will foster a positive team culture, support workforce planning and capacity development, and represent the organization in various humanitarian coordination forums.

Required Qualifications:
Candidates must possess a Bachelor or Master's Degree in Public Health, International Development, Humanitarian Assistance, Project Management, Social Sciences, or a related field. A minimum of 5–7 years of progressively responsible experience managing humanitarian and emergency response programs in complex and insecure environments is essential. Demonstrated experience managing ECHO-funded projects and ensuring compliance with ECHO regulations is required, along with strong skills in integrated humanitarian programming, project cycle management, budget management, and report writing. Excellent analytical, planning, problem-solving, and decision-making abilities are also necessary, as well as the ability to work effectively with various stakeholders.

Educational Background:
The educational background required for this position includes a Bachelor or Master's Degree in relevant fields such as Public Health, International Development, Humanitarian Assistance, Project Management, or Social Sciences. This educational foundation is critical for understanding the complexities of humanitarian work and for effectively managing programs that address health, nutrition, protection, and WASH needs in crisis-affected populations.

Experience:
The position requires a minimum of 5–7 years of progressively responsible experience in managing humanitarian and emergency response programs, particularly in complex and insecure environments. Candidates should have a proven track record of managing ECHO-funded projects, ensuring compliance with donor regulations, and demonstrating strong experience in integrated humanitarian programming, including Health, Nutrition, WASH, and Emergency Response.

Languages:
Fluency in English is mandatory, with excellent written and verbal communication skills. Knowledge of Arabic and/or local languages spoken in Upper Nile State is considered an added advantage, enhancing the ability to communicate effectively with local communities and stakeholders.

This position is a national role open exclusively to South Sudanese Nationals, with a contract duration from July to September 2026, with the possibility of extension.
