Job Overview:
The Emergency Program Manager I will be responsible for managing and providing technical oversight for the development and implementation of emergency response and recovery programming, particularly for large and complex projects. This role is crucial for ensuring that effective systems and processes are in place to support high-quality programming that aligns with Catholic Relief Services’ mission to serve the poor and vulnerable. The Emergency Program Manager will work closely with program offices, partners, and various technical departments to establish and strengthen program functions, including hazard and risk mapping, response planning, and donor communication. The position emphasizes operational readiness and locally led implementation, ensuring that CRS can respond effectively to urgent humanitarian needs in a timely manner.

Duties and Responsibilities:
The Emergency Program Manager I will provide management, guidance, and technical oversight for all emergency response and recovery projects throughout their lifecycle. This includes ensuring that project design, start-up, implementation, and close-out adhere to CRS quality principles, donor guidelines, and industry best practices. The manager will effectively manage talent within emergency response programs, supervise team dynamics, and promote staff well-being. Responsibilities also include providing coaching, developing individual development plans, and conducting performance management for direct reports. The role involves overseeing technical assistance and capacity strengthening activities for staff and partner organizations, leading program learning initiatives, and facilitating the dissemination of best practices. The manager will also contribute to the pursuit of new funding opportunities, serve as the technical lead for proposal writing, and ensure timely project expenditures in line with financial plans. Additionally, the Emergency Program Manager will represent CRS in relevant working groups and clusters, engaging with key donors and local stakeholders.

Required Qualifications:
Candidates must possess strong MEAL skills and experience, along with staff management abilities conducive to a learning environment. Proficiency in using MS Windows and MS Office applications is required, as well as experience in project grants management, particularly for grants from multiple public donors, including the US government and UN. The ability to write high-quality technical proposals is essential, alongside strong analytical and problem-solving skills. Candidates should demonstrate effective relations management abilities and possess good presentation and facilitation skills. A proactive, resourceful, solutions-oriented, and results-oriented mindset is also necessary for success in this role.

Educational Background:
A Bachelor’s Degree in International Development, International Relations, Community Development, or a related field such as WASH, shelter, livelihoods, or security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security is required. A Master's Degree in a relevant field is preferred, as it may enhance the candidate's qualifications for the position.

Experience:
Candidates should have a minimum of 2 years of relevant field-based project management experience, particularly in managing moderately complex projects. Experience working in an international NGO and closely with local partner organizations is also essential. At least 1 year of working experience in emergency programming, including WASH, shelter, livelihoods, and/or food security programming, is preferred.

Languages:
Proficiency in English (verbal and written) is mandatory, while proficiency in Arabic is preferred. This language requirement is crucial for effective communication in the diverse regions where CRS operates.
