Job Overview:
The Project Manager will play a crucial role in overseeing the implementation of the EU funded joint UNESCO–ILO TVET for Decent Work project in Jordan. This project aims to enhance the Technical and Vocational Education and Training (TVET) system in Jordan by improving governance, training quality, and creating pathways to decent work for marginalized groups, including women, youth, and persons with disabilities. The Project Manager will be responsible for ensuring that the project meets its objectives in alignment with ILO policies and strategies. This includes managing project resources, providing technical leadership, and fostering partnerships with various stakeholders. The role requires a proactive approach to project management, ensuring that all activities are effectively planned, monitored, and evaluated to achieve desired outcomes. The Project Manager will also be expected to document the project’s progress and share insights with relevant parties to promote transparency and accountability.

Duties and Responsibilities:
The Project Manager will be responsible for a comprehensive set of duties including:
  • Ensuring effective implementation of the project by providing necessary inputs, delivering outputs, and planning, monitoring, and evaluating activities in accordance with ILO policies and guidelines.
  • Managing the project budget and ensuring efficient use of funds.
  • Overseeing human resources management within the project, including recruitment and performance evaluation of staff.
  • Providing technical advice to government entities, ministries, and partner organizations.
  • Strengthening partnerships with stakeholders including NGOs, target groups, and donors to enhance project visibility and impact.
  • Mobilizing resources for future project activities in collaboration with the Country Coordinator.
  • Documenting project processes and results, preparing reports, and disseminating information through promotional materials.
  • Identifying training needs and organizing workshops for partners and staff.
  • Performing additional duties as required to support project objectives.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in relevant fields such as economics, education, TVET, or development studies. Alternatively, a first-level university degree (Bachelor’s or equivalent) in these fields, combined with two additional years of relevant experience, will be accepted. Candidates should demonstrate a strong understanding of TVET reform and skills development interventions, particularly at the international level. Familiarity with International Labour Standards related to skills development is advantageous, as is direct experience with ILO policies and procedures.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s or equivalent) in fields pertinent to the role, such as economics, education, TVET, or development studies. A Bachelor’s degree in these areas, along with relevant experience, may also be considered acceptable. This educational foundation is essential for understanding the complexities of labor markets and the principles of effective project management in the context of TVET.

Experience:
Candidates should have at least seven years of professional experience in TVET reform and skills development interventions, with a strong emphasis on international experience. This experience should include familiarity with ILO policies and procedures, as well as direct engagement with governmental ministries related to labor and education. Proven experience in managing projects and leading teams is crucial for success in this role.

Languages:
Excellent proficiency in written and spoken English is mandatory for this position. A working knowledge of Arabic is considered an asset, as it will facilitate communication with local stakeholders and enhance project implementation.

The position is a fixed-term contract for two years, contingent upon project funding and performance.
