Job Overview:
The Programme Planning, Budget, Monitoring and Evaluation Officer will play a pivotal role in the strategic planning and budget management of WHO's Eastern Mediterranean Region Office (EMRO). This position is responsible for coordinating the development of the Programme and its Budgets, applying a results-based management (RBM) approach in alignment with WHO's mandate and policies. The incumbent will lead operational planning and performance monitoring, collaborating with various levels of the organization to measure progress towards the priorities outlined in the General Programme of Work and related Programme Budgets. The officer will also provide guidance on corporate resource allocation and ensure accountability in programmatic and budgetary matters, preparing reports for the Cabinet and Governing Bodies. This role requires a strong understanding of public health programming and the ability to analyze and interpret health data effectively.

Duties and Responsibilities:
The incumbent will be responsible for a range of duties, including but not limited to:
  • Contributing to the development of regional process guidance, briefings, and tools for health programming.
  • Providing targeted support to Budget Centers and ensuring timely submissions of budget proposals.
  • Reviewing submissions from Budget Centers to ensure quality and alignment with public health principles.
  • Consolidating submissions and contributing to the compilation of region-wide reports.
  • Developing reports and presentations for governance meetings and committees.
  • Facilitating capacity-building events on public health programme planning and monitoring for EMR staff.
  • Preparing technical briefing notes and reports for senior management and various reviews.
  • Participating in joint programme and administrative reviews.
  • Performing any other duties assigned by the supervisor as needed.

Required Qualifications:
Candidates must possess a first university degree in medicine, public health, or a related health field, along with accredited training or certification in results-based management. An advanced university degree (master's) in a relevant field is desirable, as is additional training in programme planning and monitoring. Essential qualifications include a minimum of two years of work experience in public health programme management, including strategic and operational planning, technical monitoring, and evaluation. Familiarity with WHO technical programmes and processes is also desirable.

Educational Background:
The educational background required for this position includes a first university degree in medicine, public health, or a related health field. An advanced degree (master's) is preferred, along with accredited training in programme planning and monitoring and evaluation. Candidates must have qualifications from institutions recognized in the World Higher Education Database (WHED).

Experience:
A minimum of two years of relevant work experience in public health programme management is essential. This experience should include strategic and operational planning, technical monitoring, and evaluation using both quantitative and qualitative methods. Familiarity with organizational performance assessment and corporate reporting using results-based management is also required. Desirable experience includes working with WHO technical programmes and government counterparts.

Languages:
Expert knowledge of English is essential for this position. Intermediate knowledge of French and Arabic is desirable, as these languages may enhance communication and collaboration within the organization and with stakeholders in the region.

Additional Notes:
This position is subject to WHO Staff Regulations and Rules. The remuneration includes an annual base salary starting at USD 56,046, with additional benefits such as a variable post adjustment, annual leave, allowances for dependents, and an education grant for children. The position may involve travel to other duty stations and requires candidates to confirm vaccination status as per WHO requirements.
