Job Overview:
The Fleet Management Specialist will be responsible for developing a comprehensive standardization plan for the agency-wide fleet. This role involves establishing and maintaining fleet performance dashboards and reporting mechanisms, as well as developing policies and procedures to monitor fleet Key Performance Indicators (KPIs). The specialist will support the deployment of new fleet tools and ensure that the fleet operates efficiently and sustainably. The position is expected to last for six months and is based at the headquarters in Amman, Jordan. The specialist will play a crucial role in optimizing fleet operations, ensuring compliance with safety policies, and providing technical support to field operations.

Duties and Responsibilities:
  • Develop and maintain fleet policies, procedures, standards, and operational guidelines. Lead fleet planning exercises, including acquisition, replacement, disposal, and standardization initiatives. Define vehicle allocation methodologies and fleet establishment requirements. Support annual budgeting and forecasting for fleet-related expenditures. Promote fleet optimization and long-term sustainability strategies.
  • Establish and maintain fleet performance dashboards and reporting mechanisms. Monitor utilization rates, vehicle availability, downtime, fuel efficiency, and operational performance. Analyze trends and identify underutilized or excess fleet assets. Produce monthly, quarterly, and annual fleet performance reports for management. Develop and monitor fleet KPIs across all field operations.
  • Monitor implementation of preventive and corrective maintenance programs. Review maintenance costs, vehicle reliability, and workshop performance indicators. Ensure accurate vehicle asset records throughout the asset lifecycle. Support development of vehicle replacement plans based on age, mileage, condition, and operational requirements. Provide technical guidance on vehicle specifications and maintenance standards.
  • Establish fuel management standards and monitoring systems. Monitor fuel consumption and cost-efficiency across all locations. Analyze fuel variances and identify irregularities or potential control weaknesses. Recommend measures to reduce operational costs and improve fleet efficiency. Support implementation of fuel monitoring technologies and reporting tools.
  • Develop and monitor compliance with fleet safety policies and procedures. Review accident reports, investigate trends, and monitor implementation of corrective actions. Ensure compliance with vehicle registration, insurance, licensing, and roadworthiness requirements. Coordinate fleet audits, compliance reviews, and implementation of audit recommendations. Promote driver safety programs and risk mitigation initiatives.
  • Oversee fleet information systems, telematics, GPS tracking, and reporting platforms. Ensure data integrity and accuracy of fleet records across field offices. Develop analytical tools and visual dashboards to support decision-making. Promote digitalization and automation of fleet management processes. Assess and implement innovative fleet technologies and best practices.
  • Serve as the HQ focal point for fleet management across field operations. Provide technical advice and support to field fleet focal points and management. Develop training materials, SOPs, and operational guidance documents. Conduct fleet reviews, support missions, and capacity-building initiatives. Facilitate knowledge sharing and dissemination of best practices across the organization.

Required Qualifications:
Minimum Qualifications: A first university degree from an accredited educational institution in Mechanical Engineering, Business Administration, Supply Chain Management, or a related field. A minimum of six years of responsible and relevant work experience in mechanical engineering, supply/transport operations, as well as management experience, especially staff management. Professional Qualifications: Knowledge of personal computer applications and automotive engineering is essential. Desirable Qualifications: Thorough knowledge of local traffic rules and regulations and possession of a valid driving license are preferred.

Educational Background:
The position requires a first university degree from an accredited educational institution in fields such as Mechanical Engineering, Business Administration, Supply Chain Management, or a related area. This educational background is crucial for understanding the technical and managerial aspects of fleet operations and management.

Experience:
Candidates must have a minimum of six years of responsible and relevant work experience in mechanical engineering, supply/transport operations, and management experience, particularly in staff management. This level of experience is necessary to ensure that the specialist can effectively oversee fleet operations and implement best practices.

Languages:
Very good knowledge of written and spoken English and Arabic is mandatory for this position. Proficiency in both languages is essential for effective communication within the organization and with external stakeholders.

Additional Notes:
The incumbent of the assignment might be required to carry out local market research to identify local potential suppliers, as well as conduct field local market visits to assess the capabilities of local suppliers. The position offers a remuneration of JOD 1,190.43 per month.
