The position of Individual Contractor for Funding Model Development is crucial for the operationalization of the Victims’ Rights Advocate's mandate, which is part of the UN's strategy to prevent and respond to sexual exploitation and abuse. The contractor will be responsible for developing a cohesive and sustainable funding model for victim assistance, ensuring that the rights and dignity of victims are prioritized. This role involves conducting thorough analyses of existing funding mechanisms, identifying gaps, and proposing innovative solutions that align with the UN's victim-centered approach. The contractor will work closely with various UN entities and stakeholders to ensure that the funding model is effective and applicable across different contexts, including peacekeeping and humanitarian efforts.

Duties and Responsibilities:
The duties and responsibilities of the Individual Contractor include conducting a comprehensive mapping and analysis of existing funding streams and mechanisms related to victim assistance. This involves targeted consultations with UN entities, donors, and implementing partners to gather insights and data. The contractor will review and analyze various UN funding models, identify best practices, and develop options for a hybrid funding model that integrates different funding sources. Additionally, the contractor will propose governance and accountability arrangements to ensure transparency and efficiency in the funding model. The role also requires supporting alignment with broader UN reform initiatives and designing a proposal for a pilot initiative in the Democratic Republic of the Congo. Other assigned duties may be required as necessary.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as economics, public finance, or international relations. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A minimum of five years of progressively responsible experience in international development financing or UN budgeting is required. Demonstrated experience in designing funding models within the UN system or similar multilateral settings is essential. Familiarity with victim assistance and gender-based violence programming is highly desirable, along with the ability to handle sensitive issues with confidentiality and discretion.

Educational Background:
The educational background required for this position includes an advanced university degree in economics, public finance, development studies, international relations, public administration, or a related field. A first-level university degree may be accepted if accompanied by additional qualifying experience. The focus should be on development or humanitarian contexts to ensure relevance to the role.

Experience:
The position requires a minimum of five years of progressively responsible experience in areas such as international development financing, UN budgeting, or humanitarian financing. Candidates should have a proven track record in designing and operationalizing funding models and engaging with donors or financing partners. Experience in peacekeeping, humanitarian, and development contexts is considered an asset, particularly in handling sensitive issues.

Languages:
Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Fluency in French is desirable, and knowledge of another UN official language is also considered beneficial for the role.
