Job Overview: The Responsable de ProjetWASH is tasked with implementing several ambitious projects in a complex and dynamic area. This role requires the ability to draw lessons and establish best practices to contribute to the development of the program, integrating considerations of Integrated Programming, Safe and Inclusive Programming, and environmental sensitivities, among others. The project manager will oversee the WASH team in Ituri, ensuring that the projects effectively target beneficiaries in need of protection and exploring new and better ways to assist them. The position involves close collaboration with various stakeholders and requires a proactive approach to project management, ensuring compliance with NRC policies and donor requirements while promoting the rights of affected individuals.
Duties and Responsibilities: The main responsibilities of the project manager include: supervising and technically guiding project staff; contributing to the implementation of strategies, SOPs, and logical frameworks; ensuring compliance with NRC and donor policies; developing funding proposals, project budgets, and donor reports in collaboration with the WASH Specialist; coordinating project implementation activities, budgets, and documentation; enhancing the capacity of project staff and transferring key skills; liaising with stakeholders at the Cluster and State levels; conducting monthly reviews of project progress; working closely with the Monitoring, Evaluation, and Learning (MEL) team; designing and conducting WASH needs assessments and evaluations; preparing detailed project implementation plans; contributing to situational analysis and strategy development; ensuring sustainable systems for the long-term operation and maintenance of water, sanitation, and hygiene infrastructure; promoting synergies between WASH and other sectors; and coordinating WASH activities with other organizations.
Required Qualifications: Candidates must possess the following qualifications: a minimum of 5 years of professional experience in a similar role; prior experience in complex and unstable contexts; proven results in the responsibilities of the position; experience in training and facilitating training sessions; proficiency in English is an asset; a minimum of 5 years of university studies in Hydraulic Engineering, Civil Engineering, or a relevant field, or a minimum of 7 years of experience in similar positions if educational qualifications are lower; at least 3 years of team management experience; excellent writing and communication skills in French and Swahili; ability to work closely with field staff and across different sectors in a multicultural context; good knowledge of the Eastern DRC context; and strong communication, representation, flexibility, and negotiation skills.
Educational Background: The educational background required for this position includes a minimum of 5 years of university studies in Hydraulic Engineering, Civil Engineering, or a related field. If the educational level is lower, a minimum of 7 years of relevant experience in similar positions is required. This educational foundation is essential for understanding the technical aspects of WASH projects and ensuring effective project implementation.
Experience: The position requires a minimum of 5 years of professional experience in a similar role, with at least 3 years of experience in team management. Candidates should have a proven track record of success in their responsibilities and experience working in complex and unstable environments. Experience in project startup and implementation, particularly in WASH projects, is highly desirable.
Languages: Proficiency in French and Swahili is mandatory, with excellent writing and communication skills in both languages. Knowledge of English is considered an asset, as it may facilitate communication with international stakeholders and partners.
