Job Overview: The National Consultant on PIM Automation and Systems Integration (NC5) is tasked with preparing analytical recommendations and a comprehensive technical specification for an automated accounting and reporting system for the Project Implementation Unit (PIU). This role involves integrating the new system with the Automated Information System for Central Treasury (AIS CT) and other relevant information systems that support investment planning. The consultant will monitor the implementation of the system by the software development company, provide training to PIU financial managers on the new system, and support the Public Financial Management (PFM) project team in organizing activities related to Output
The consultant must ensure that national institutional realities and the current architecture of AIS CT are fully considered, along with the requirements of international financial institutions throughout the process. The position operates under the leadership of IC2 and in coordination with NC4, indicating a collaborative environment where the consultant will work closely with other team members to achieve project objectives.
Duties and Responsibilities:
Prepare analytical recommendations for the design and implementation of an automated accounting and reporting system for the PIU.
Develop a comprehensive technical specification (preliminary feasibility study) for the new system.
Ensure integration of the automated system with AIS CT and other relevant information systems.
Monitor the implementation of the system by the software development company, ensuring adherence to timelines and quality standards.
Conduct training sessions for PIU financial managers on the use of the new system, ensuring they are equipped to utilize it effectively.
Support the PFM project team in organizing activities related to Output 6, ensuring alignment with project goals.
Collaborate with IC2 and NC4 to ensure cohesive project execution and communication.
Consider national institutional realities and current architecture of AIS CT in all recommendations and implementations.
Engage with international financial institutions to ensure their requirements are met throughout the project lifecycle. 1
Provide ongoing support and troubleshooting for the automated system post-implementation as needed.
Required Qualifications:
Proven experience in public financial management, particularly in the context of automated systems and reporting.
Strong analytical skills with the ability to develop technical specifications and feasibility studies.
Experience in project management and monitoring, particularly in the context of software development and implementation.
Excellent communication skills, both written and verbal, with the ability to train and support financial managers effectively.
Familiarity with the national institutional framework and the architecture of AIS CT in Kyrgyzstan.
Knowledge of international financial institution requirements and standards related to public financial management.
Educational Background: A minimum of a Master's degree in Finance, Public Administration, Information Technology, or a related field is required. Additional certifications in project management or financial management systems would be an advantage.
Experience: A minimum of 5 years of relevant experience in public financial management, particularly in the automation of accounting and reporting systems. Experience working with international organizations or financial institutions is highly desirable. Proven track record of managing similar projects from inception to completion is essential.
Languages: Fluency in English is mandatory. Knowledge of Russian and/or Kyrgyz is considered an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.
