Job Overview:
The National Consultant on Public Investment Management system (NC4) is tasked with making a significant contribution to the design and implementation of a new integrated comprehensive Public Investment Management System (PIM) in the Kyrgyz Republic. This role is crucial as it ensures that the national institutional realities, legislative frameworks, and local expertise are accurately reflected throughout the development process. The consultant will be responsible for developing a complete package of legislative and regulatory acts necessary for the implementation of the new PIM system. Additionally, the consultant will promote the adoption of these acts and provide ongoing analytical, methodological, and capacity-building support under the guidance of IC
  • This position is expected to last for a period of 24 months, during which the consultant will engage with various stakeholders to ensure the successful establishment of the PIM system.

Duties and Responsibilities:
The duties and responsibilities of the National Consultant on Public Investment Management system (NC4) include but are not limited to:
  • Conducting a comprehensive analysis of the existing public investment management framework in the Kyrgyz Republic.
  • Collaborating with national stakeholders to identify gaps and areas for improvement in the current system.
  • Designing and drafting legislative and regulatory acts required for the new PIM system.
  • Facilitating workshops and consultations with relevant stakeholders to gather input and feedback on proposed legislative changes.
  • Promoting the adoption of the new legislative framework through advocacy and engagement with policymakers.
  • Providing ongoing support and capacity-building initiatives to ensure effective implementation of the PIM system.
  • Monitoring and evaluating the progress of the PIM system implementation and making necessary adjustments based on feedback and outcomes.
  • Preparing reports and documentation to communicate progress and challenges to UNDP and other stakeholders.

Required Qualifications:
The position requires a strong background in public investment management, legislative drafting, and stakeholder engagement. Candidates should possess excellent analytical and communication skills, with the ability to work collaboratively with diverse groups. A deep understanding of the Kyrgyz Republic's institutional and legislative context is essential. Additionally, candidates should demonstrate a commitment to promoting sustainable development and good governance principles.

Educational Background:
Candidates for the National Consultant position should have a minimum of a Master's degree in Public Administration, Public Policy, Economics, Law, or a related field. Advanced degrees or specialized training in public investment management or legislative processes will be considered an asset.

Experience:
The ideal candidate should have at least 5 years of relevant experience in public investment management, legislative drafting, or a related field. Experience working with international organizations, government agencies, or NGOs in the context of public sector reform is highly desirable. Familiarity with the Kyrgyz Republic's legislative and institutional frameworks will be an advantage.

Languages:
Fluency in both English and Russian is mandatory for this position. Knowledge of Kyrgyz would be considered an asset, as it would facilitate communication with local stakeholders and enhance the effectiveness of the consultant's work.

Additional Notes:
This position is classified as an individual contractor role, and the assignment is expected to last for 24 months. The consultant will be required to submit proposals directly through the UNDP supplier portal. The deadline for application submissions is set for June 18, 2026, at 07:00 AM New York time. The role is full-time, and the consultant will be expected to engage actively with various stakeholders throughout the duration of the assignment.
