Job Overview: The Regional Consortium Coordinator will be responsible for providing strategic leadership and operational oversight for the DG ECHO Regional Disaster Preparedness Program across Ethiopia, Somalia, and Djibouti. This role is crucial for ensuring effective program management, partner coordination, technical quality, and donor compliance. The coordinator will lead the implementation of anticipatory action systems and disaster preparedness initiatives, working closely with various stakeholders to enhance regional collaboration and response mechanisms. The position requires a senior humanitarian leader with extensive experience in managing multi-country consortia and disaster preparedness programs, particularly in the context of climate change and humanitarian crises.
Duties and Responsibilities: The duties of the Regional Consortium Coordinator include providing strategic leadership and day-to-day coordination across all program areas in Ethiopia, Somalia, and Djibouti. The coordinator will ensure that program implementation aligns with DG ECHO requirements and national disaster-risk management priorities. Responsibilities also include serving as the primary coordination interface among various stakeholders, leading the development of anticipatory action protocols, managing partnership agreements, overseeing the program’s MEAL framework, ensuring compliance with protection and accountability standards, and representing the program at regional and global forums. The coordinator will also manage the consortium budget and mentor the regional program team, ensuring effective collaboration with country-based program managers and technical staff.
Required Qualifications: Candidates must possess a Bachelor’s or Master’s degree in relevant fields such as Disaster Risk Reduction, Humanitarian Action, or International Relations. A PhD in related areas is advantageous. Additional qualifications in anticipatory action programming or humanitarian coordination are preferred. Candidates should have a minimum of ten years of progressive experience in humanitarian program management and at least five years in a senior regional coordination role. Strong experience in managing complex multi-partner consortia and institutional donor grants is essential, along with proven technical expertise in anticipatory action and disaster-risk reduction.
Educational Background: The educational background required for this position includes a Bachelor’s or Master’s degree in fields related to disaster risk reduction, humanitarian action, climate change adaptation, or international relations. A PhD in relevant areas is considered a strong advantage, along with additional professional qualifications in anticipatory action programming or humanitarian coordination.
Experience: The position requires a minimum of ten years of progressive experience in humanitarian program management, with at least five years in a senior regional or multi-country coordination role. Candidates should have demonstrated experience managing complex, multi-partner consortia and a strong background in managing DG ECHO or similar institutional donor grants.
Languages: Full professional fluency in written and spoken English is mandatory. Working knowledge of Somali, Amharic, or French is considered a strong advantage, enhancing communication and collaboration with local partners and stakeholders.
