Job Overview:
The Human Resources Specialist will play a crucial role in supporting the implementation of human resources operations and administrative support functions within the FAO Representation in Sierra Leone. This position requires effective coordination of recruitment, staffing, and onboarding processes, ensuring that HR records and documentation are accurately maintained and verified. The incumbent will provide timely support for employee contract administration, policy implementation, and compliance with HR matters. Additionally, the role involves organizing interviews, managing candidate communications, and verifying credentials. The specialist will work under the supervision of the Human Resources Specialist and will maintain close coordination with operations, administration, and program teams to ensure that HR functions are carried out efficiently and effectively.

Duties and Responsibilities:
The incumbent will be responsible for a variety of tasks, including supporting the overall hiring plan for both national and international affiliate workforce. This includes developing and reviewing Terms of Reference for affiliate positions to ensure compliance with current standards and regulations. The specialist will coordinate and manage the publication of job calls to attract qualified candidates, ensuring proper dissemination of information. Organizing and facilitating the selection process is also a key responsibility, which involves coordinating interviews with selection panels and preparing reports on evaluated candidates. The incumbent will manage the complete cycle of contracts for the workforce in the Global Resource Management System (GRMS), ensuring that all required documentation is collected and verified. Additionally, the specialist will supervise the validity of contracts and take necessary actions for renewal or termination in coordination with supervisors. Administrative support tasks will include recording worked hours for payment to consultants and maintaining confidentiality while handling sensitive information. The incumbent may also be required to perform other related tasks as needed.

Required Qualifications:
Candidates must possess a Bachelor’s degree in human resources management, business administration, or a closely related field. A minimum of five years of progressively responsible experience in human resources management or administration is required, preferably within the UN system, international organizations, or large public institutions. Proficiency in English is mandatory, and candidates must be nationals of Sierra Leone. The FAO core competencies expected include results focus, teamwork, communication, building effective relationships, and knowledge sharing with a commitment to continuous improvement.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in human resources management, business administration, or a closely related field. It is essential that candidates have obtained their higher educational qualifications from institutions accredited or recognized in the World Higher Education Database (WHED).

Experience:
The position requires a minimum of five years of progressively responsible experience in human resources management or administration. Experience within the UN system, international organizations, or large public institutions is preferred. Candidates should have a solid understanding of HR operations and the ability to manage multiple HR processes simultaneously.

Languages:
A working knowledge of English at proficiency level C is mandatory for this position. Additional language skills may be considered an asset but are not specified as mandatory.
