Job Overview: The position of Senior Professional in Criminal Justice and Police Reform involves significant responsibilities in contributing to the development and implementation of strategies and policies related to law enforcement and prosecution. The incumbent will work closely with various stakeholders, including the Ministry of Internal Affairs and the Ministry of Justice, to identify challenges and improve practices within the criminal justice system. This role requires a deep understanding of criminal law and procedure, as well as the ability to provide training and mentorship to officials in the criminal justice sector. The position also entails project management responsibilities, where the incumbent will design, implement, and evaluate projects aimed at enhancing the capacity of law enforcement and prosecution agencies. The successful candidate will be expected to work under pressure, manage multiple tasks, and maintain a high level of professionalism and integrity.
Duties and Responsibilities: The Senior Professional will be responsible for a variety of tasks, including:
Contributing to the development and implementation of strategies and policies related to police and prosecution protocols.
Providing recommendations to the Mission’s leadership regarding law enforcement and prosecution capacity building programs.
Assisting relevant ministries and actors in the criminal justice chain in identifying and analyzing challenges and proposing initiatives to address them.
Following up on the implementation of the criminal code and related laws, including drafting necessary regulations and standard operating procedures.
Providing training and mentoring to officials in the criminal justice sector.
Promoting coordination and cooperation among authorities involved in capacity-building projects.
Participating in the delivery of training to national law enforcement and judicial trainers.
Conducting case study analyses to identify best practices and gaps in the criminal justice process.
Providing legal training to Mission staff as needed. 1
Organizing and facilitating events aimed at improving criminal justice capacities. 1
Supervising the work of national and international Mission members. 1
Performing any other related duties as assigned.
Required Qualifications: Candidates must possess a first-level university degree in law or significant work experience in criminal justice or law enforcement. They should have a minimum of six years of relevant professional experience, demonstrating a strong understanding of courtroom proceedings, criminal law, and international legal standards. Additionally, candidates should exhibit excellent organizational, analytical, communication, and interpersonal skills, as well as the ability to work independently and as part of a team.
Educational Background: The educational requirement for this position is a first-level university degree in law. Alternatively, significant work experience in criminal justice or law enforcement may be considered in lieu of formal education. Candidates should have a solid foundation in legal principles and practices, particularly in relation to criminal justice.
Experience: A minimum of six years of relevant professional experience is required for this position. This experience should include work in the criminal justice chain, specialized crime investigation, prosecution, and legal analysis. Candidates should also have proven experience in project management, particularly in the context of criminal justice initiatives.
Languages: Professional fluency in English is mandatory, with effective oral and written communication skills. Knowledge of the local language or a common lingua franca spoken in the mission area is desirable but not mandatory.
