The Integrity and Anti-Corruption Specialist position is crucial in the context of North Macedonia's EU accession process, where the focus is on enhancing anti-corruption and integrity frameworks. The role involves providing expert technical advice and coordination support to the Government and national stakeholders, ensuring that their efforts align with EU standards across various negotiation chapters and reform areas. The Specialist will navigate complex institutional landscapes and foster collaboration among diverse actors to drive transformative change in governance and rule of law. This position requires a deep understanding of anti-corruption policies and the ability to facilitate the integration of these policies into national legislation and institutional practices. The Specialist will work closely with various stakeholders to ensure that anti-corruption measures are effectively implemented and monitored, contributing to a more transparent and accountable governance framework in North Macedonia.

Duties and Responsibilities:
The duties and responsibilities of the Integrity and Anti-Corruption Specialist include:

• Supporting the horizontal coordination of anti-corruption and integrity activities by providing technical advice to the Government and relevant national coordination structures. This includes facilitating communication and coordination among institutions involved in the EU accession process.
• Mainstreaming anti-corruption and integrity considerations across negotiation chapters and strategic documents, ensuring that these elements are integrated into relevant reform measures and action plans.
• Conducting analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis and providing advisory support, including preparing evidence-based analyses of the anti-corruption track record and identifying corruption risks in selected sectors.
• Developing and delivering capacity-building activities on anti-corruption mainstreaming, integrity risk assessment, and transparency measures. This involves providing hands-on technical advisory to public officials and stakeholders, as well as facilitating knowledge exchange with EU Member States.
• Preparing training materials and knowledge products to support practical learning and institutional follow-up on anti-corruption initiatives.

Required Qualifications:
The required qualifications for the Integrity and Anti-Corruption Specialist position include:

• An advanced university degree (Master’s degree or equivalent) in Law, Political Science, Public Administration, European Studies, Governance, Public Policy, International Relations, or a related field. Alternatively, a first-level university degree (Bachelor’s degree or equivalent) with an additional two years of relevant professional experience may be accepted.
• Additional training or certification in areas such as anti-corruption, integrity, rule of law, EU accession, or public administration reform would be considered an asset.
• A minimum of five years of relevant professional experience in anti-corruption, integrity, governance, or related fields is required, with experience working with public institutions being essential.

Educational Background:
Candidates must possess an advanced university degree (Master’s degree or equivalent) in relevant fields such as Law, Political Science, Public Administration, or Governance. A first-level university degree (Bachelor’s degree or equivalent) may be accepted if accompanied by two additional years of relevant professional experience. Additional training or certification in anti-corruption or related areas is desirable.

Experience:
The position requires a minimum of five years of relevant professional experience in fields such as anti-corruption, integrity, governance, or public administration reform. Experience working with public institutions and government coordination structures is essential, while experience in corruption risk assessment and integrity planning is considered an asset.

Languages:
Fluency in English and Macedonian is required, while proficiency in Albanian is desirable. Candidates must demonstrate strong communication skills in these languages to effectively engage with various stakeholders and facilitate knowledge exchange.
