Two National Experts for Drafting a Narrative Report for the Gender Equality Index

Job Overview:
The position involves providing expert support to develop a Narrative Report for the Gender Equality Index in North Macedonia. This role is crucial for the implementation of projects aimed at promoting gender-responsive policies and governance. The national consultants will work closely with the Ministry of Social Policy, Demography and Youth, and the State Statistical Office to gather data, conduct consultations, and draft reports that contextualize the Gender Equality Index results. The assignment includes creating a dashboard for the Gender Equality Index in 2026 and a complete report in 2027, requiring collaboration with various stakeholders and adherence to established methodologies.

Duties and Responsibilities:
The consultants will be responsible for developing a work plan, drafting the Gender Equality Index dashboard and narrative report, validating these documents with stakeholders, and preparing presentations. Specific tasks include conducting consultations with relevant departments, gathering and classifying information, using the European Institute for Gender Equality's methodology, preparing draft reports, incorporating feedback, and submitting final reports to UN Women. The consultants will also prepare explanatory notes for interpreting gender data and participate in public presentations of the findings.

Required Qualifications:
Candidates must possess a Master's degree or equivalent in statistics, public policy, finance, gender studies, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a minimum of 5 years of professional experience in gender equality, particularly in gender statistics and public policy monitoring. Experience in developing gender equality indices and knowledge of national gender policies in North Macedonia are essential. Familiarity with results-based management and strategic planning is advantageous, as is previous work with international organizations.

Educational Background:
A Master's degree or equivalent in a relevant field such as statistics, public policy, finance, or gender studies is required. Alternatively, a first-level university degree with additional qualifying experience may be considered. This educational background is critical for understanding the complexities of gender equality and the methodologies used in the analysis and reporting of gender data.

Experience:
The position requires at least 5 years of demonstrated professional experience in gender equality, with a focus on gender statistics and public policy. Candidates should have a proven track record in developing indices and statistical documents related to gender equality and gender mainstreaming, particularly in the context of socio-economic empowerment of women. Familiarity with national gender and statistical policies in North Macedonia is also necessary, along with knowledge of results-based management and strategic planning.

Languages:
Fluency in Macedonian and English is mandatory for this position. Knowledge of Albanian is considered an asset, as it may facilitate communication with a broader range of stakeholders and enhance the inclusivity of the reports being developed.

Additional Notes:
This consultancy is home-based, with intermittent presence required at UN Women premises for coordination purposes. The assignment may involve travel outside the capital, Skopje, for which UN Women will cover transportation and daily subsistence allowances (DSA). The total duration of the assignment is expected to be 20 working days per consultant, and candidates should be prepared to adhere to UN Women's policies and standards of conduct throughout the recruitment process.
