Job Overview:
The Head of Financial Policies and Methodology Division is a pivotal role within the Finance Directorate of the EIB. This position requires a strong leader who can manage and develop a team while ensuring the effective implementation of financial policies and methodologies. The role involves setting up and organizing the division, which is responsible for providing robust methodologies and analyses that support the definition of financial strategies and policies aligned with the EIB's risk appetite. The successful candidate will work closely with various divisions within the bank and will be instrumental in defining policies that respond to regulatory developments and assist in implementing best banking practices. This position also entails a significant amount of strategic decision-making and collaboration with other departments to ensure that the financial policies are effectively integrated into the bank's operations.

Duties and Responsibilities:
The duties and responsibilities of the Head of Financial Policies and Methodology Division include: developing and maintaining a strategic framework for the division's activities; providing input for the overall Finance Directorate strategy; proposing and implementing risk-adjusted metrics to support strategic decision-making; assisting the Head of Department on regulatory developments and policy issues; chairing the Regulatory Committee of the Financial Directorate; coordinating contributions to policy initiatives for the Asset & Liability Management Committee; managing, motivating, and developing the division's staff; ensuring effective communication and cooperation within the division and across the bank; representing the bank in expert groups and developing relationships with other EU institutions and financial counterparts; and supervising the redesign of division activities as necessary.

Required Qualifications:
Candidates must possess a university degree (minimum equivalent to a Bachelor) in a relevant field, preferably supplemented by post-graduate studies or training. A minimum of 10 years of relevant professional experience is required, ideally in banking, financial institutions, or international organizations. Experience in Treasury or capital markets, financial risk management, or prudential best banking practices is advantageous. Candidates should have solid knowledge of financial products and markets, expertise in capital market or banking regulations, and broad knowledge of EIB objectives and strategies. Experience in managing and coaching staff in multicultural environments is also a distinct advantage.

Educational Background:
The educational background required for this position includes a university degree in a relevant field, with a preference for candidates who have pursued post-graduate studies or specialized training in finance, economics, or a related discipline. This educational foundation is essential for understanding the complexities of financial policies and methodologies within the context of the EIB's operations.

Experience:
The position requires a minimum of 10 years of relevant professional experience. Candidates should ideally have experience in banking, financial institutions, or international organizations, with a focus on Treasury or capital markets, financial risk management, or best banking practices. This level of experience is crucial for effectively leading the division and ensuring the implementation of sound financial policies.

Languages:
Proficiency in English and/or French is essential, with a good command of the other language. Knowledge of additional EU languages is considered an advantage. Candidates must demonstrate their language skills as both English and French are official working languages of the EIB, and proficiency in both is necessary for career development within the organization.

Additional Notes:
This is a full-time position at grade 7, offering a permanent contract. The role requires regular office presence at the EIB headquarters in Luxembourg, and relocation support is provided for successful candidates.
