Job Overview: The Legal Expert position at EUROCONTROL is crucial for providing legal counsel and institutional advice related to the agency's activities. The selected candidate will be responsible for analyzing legal and institutional matters, drafting and reviewing legal documents, and supporting dispute resolution. This role requires a deep understanding of both internal and law" style="border-bottom: 1px dotted #007bff !important;">international law, particularly in areas relevant to the agency's operations. The Legal Expert will work closely with various stakeholders, including senior management, to ensure compliance with legal frameworks and to mitigate legal risks. The position also involves conducting legal research and staying updated on legal developments to enhance the agency's knowledge base.
Duties and Responsibilities: The Legal Expert will perform a variety of duties, including:
Providing legal advice and guidance on internal law matters, including staff regulations, financial regulations, and contract regulations, as well as international law matters such as agreements and air navigation charges.
Conducting legal research and analysis in areas such as administrative law, public international law, and EU law, and summarizing findings for decision-making.
Supporting the resolution of legal disputes, including cases before national courts and the International Labour Organisation’s Administrative Tribunal.
Drafting, reviewing, and preparing legal documents to mitigate potential legal risks.
Collaborating with internal and external stakeholders to ensure compliance with legal frameworks across various projects.
Participating in meetings to provide expert legal advice and protect the organization’s interests.
Staying informed about legal trends and best practices to enhance legal expertise.
Required Qualifications: Candidates must have completed third-level studies in Law, meeting the European Qualifications Framework (EQF) level 7, and possess a minimum of three years of relevant working experience. Experience in an international organization, governmental agency, law firm, or aviation industry is preferred. A postgraduate degree in specific fields of law, such as civil servants’ law, labour law, international law, aviation law, EU law, data privacy, or cybersecurity law, is advantageous. Proficiency in drafting legal documents in English is required, and experience in French is considered an asset. Knowledge of public international law, aviation law, and European law is also beneficial.
Educational Background: The educational background required for this position includes a law degree that meets the European Qualifications Framework (EQF) level
Candidates with a postgraduate degree in specialized fields of law will have an advantage. Additionally, candidates must demonstrate their qualifications through documentary evidence if required.
Experience: The position requires a minimum of three years of relevant working experience, ideally gained in an international organization, governmental agency, law firm, or the aviation industry. Candidates with experience in drafting legal documents and handling legal disputes will be preferred.
Languages: Proficiency in English at level C1 (both orally and in writing) is mandatory for this position. Candidates should also have independent proficiency in French at level B
These language requirements are based on the Common European Framework of Reference for Languages (CEFR).
Additional Notes: The position is for a fixed duration of five years, with the possibility of renewal or conversion under certain conditions. The selected candidate must complete a probationary period of nine months before being established in the post. The appointment will be made in accordance with the staff regulations governing officials of the EUROCONTROL Agency. The organization operates a hybrid working model, allowing for a combination of onsite presence and remote work opportunities, although full-time remote work is not permitted.
