The consultant will serve as the primary source of international expertise and quality assurance, guiding and coordinating the efforts of national consultants involved in the project. The position requires a blend of strategic thinking, technical knowledge, and the ability to work collaboratively with local stakeholders to ensure the successful implementation of the system. The consultant will also be responsible for providing insights and recommendations based on best practices in public investment management, ensuring that the system aligns with international standards and meets the needs of the Kyrgyz government.
Duties and Responsibilities: The duties and responsibilities of the International Consultant include but are not limited to:
Designing the framework for the new Public Investment Management System, ensuring it is integrated and aligns with existing governmental processes.
Supporting the implementation of the system by providing technical guidance and oversight to national consultants.
Conducting assessments of current public investment practices and identifying areas for improvement.
Developing training materials and conducting workshops for government officials and stakeholders to enhance their understanding of the new system.
Collaborating with various government departments and agencies to ensure stakeholder engagement and buy-in for the new system.
Monitoring and evaluating the implementation process, providing feedback and recommendations for adjustments as necessary.
Reporting on progress and challenges to UNDP and relevant stakeholders, ensuring transparency and accountability throughout the project.
Required Qualifications: Candidates must possess a strong background in public investment management, with a proven track record of successfully implementing similar systems in other countries. They should have excellent analytical and problem-solving skills, as well as the ability to communicate complex concepts clearly to diverse audiences. Experience working with international organizations, particularly in developing countries, is highly desirable. Additionally, candidates should demonstrate strong leadership abilities and a commitment to fostering collaboration among stakeholders.
Educational Background: A master's degree in public administration, economics, finance, or a related field is required. A PhD or equivalent advanced degree is preferred. Candidates should have formal training in public investment management and related disciplines, with certifications or additional qualifications in project management being an advantage.
Experience: The position requires a minimum of 10 years of relevant professional experience in public investment management or related fields. Candidates should have experience working with government institutions, international organizations, and development projects, particularly in the context of public financial management. Proven experience in leading teams and managing complex projects is essential.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Russian or Kyrgyz is considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.
Additional Notes: This position is classified as an individual contractor role, with a contract duration of 26 months. The consultant will work primarily from home but will be required to travel to Bishkek, Kyrgyzstan, as necessary for project-related activities. The role is full-time, and candidates should be prepared to engage in a flexible work schedule to accommodate project demands. Compensation will be commensurate with experience and qualifications, and additional benefits may be provided as per UNDP policies.
