Job Overview: The Operations Officer (Governance) will play a crucial role in managing and coordinating key aspects of the Adaptation Fund’s governance operations. This includes overseeing board and committee meetings, ensuring timely reporting to the Parties to the Kyoto Protocol and Paris Agreement, and managing internal operations of the Secretariat. The officer will be responsible for HR and procurement processes, real estate and office space management, and standardizing internal business operations. Additionally, the role involves logistical support for high-level engagements, such as UNFCCC events, and providing business continuity support to the Finance Officer. The position requires a proactive approach to ensure that governance products and outcomes are delivered efficiently and effectively, contributing to the overall mission of the Adaptation Fund.
Duties and Responsibilities: Key responsibilities for the Operations Officer (Governance) include:
Contributing to key Adaptation Fund board processes and document drafting, including preparation timelines for board meetings, agenda setting, chair’s notes, and meeting reports to ensure timely delivery of governance products.
Drafting, editing, and completing reports to the Parties to the Kyoto Protocol and Paris Agreement, coordinating processes to ensure timely submission.
Guiding recruitment and procurement processes within the Secretariat and supporting administrative frameworks for hosting services, including real estate and office space management.
Participating in logistical support for high-level UNFCCC events, organizing main events, side events, panels, and bilateral meetings.
Developing standard business operating procedures for key business processes within the Secretariat.
Serving as a backup to the Finance Officer to ensure continuity of key finance functions.
Performing other duties as required to achieve the objectives of the role.
Required Qualifications: The position requires a Master's degree in finance, international development, public policy, or a related field. Candidates should have at least five years of relevant work experience, particularly with the operations of a fund. A strong understanding of the policy and legal challenges associated with fund administration, especially within the context of the World Bank, is essential. Familiarity with governance processes for boards or committees, including meeting preparation and document management, is also required. Candidates should have experience in reviewing and creating analyses of business processes and developing standard operating procedures. Knowledge of budgeting and financial management practices is necessary, along with excellent written and spoken English. Fluency in another official World Bank language, such as French, is preferred. Strong analytical, communication, and interpersonal skills are crucial, as is the ability to engage effectively with a diverse range of stakeholders.
Educational Background: Candidates must possess a Master's degree in finance, international development, public policy, or a related field. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to perform the duties of the Operations Officer effectively.
