Job Overview:
The Practice Manager position within the Governance – Financial Management unit (ELCG1) at the World Bank's Latin America & Caribbean (LAC) region is a critical role that involves overseeing financial management services for the World Bank portfolio in LAC. The manager will lead a team responsible for providing high-quality financial management services, ensuring effective project preparation and implementation support, and advancing the use of country Public Financial Management (PFM) systems. The role requires strategic leadership in governance-related analytical work and core advisory services, fostering collaboration among team members and across various practices to develop innovative solutions for clients. The Practice Manager will also play a significant role in managing the budget for operational services and ensuring compliance with Bank rules, while inspiring technical excellence and promoting a culture of learning and innovation within the team.

Duties and Responsibilities:
The Practice Manager will manage a team of professionals responsible for the financial management of the World Bank portfolio in LAC and advising client governments on associated country systems. Key responsibilities include: developing and providing direction to FM team members to resolve country portfolio issues impacting operational services; providing strategic leadership for governance-related analytical work and core advisory services; leading dialogues with external counterparts and stakeholders; organizing learning and outreach events; building high-performing teams and managing staff performance; overseeing budget management for fiduciary assurance services; fostering collaboration across teams; creating space for innovation in governance work; and supporting GP management in staffing and performance management strategies. The PM will also coordinate closely with other Practice Managers and Regional Management Teams to design and deliver development solutions for a diverse range of clients.

Required Qualifications:
Candidates must possess a Master’s degree in a relevant field such as accounting, finance, public financial management, or public policy, along with a minimum of 12 years of relevant professional experience. A qualified professional accountant designation (CPA, CA, ACCA, or equivalent) is required. Candidates should demonstrate robust experience and technical knowledge in the use of country PFM systems for projects and corporate financial reporting, as well as the ability to balance fiduciary oversight with institutional strengthening and capacity building. Strong knowledge of international financial reporting and auditing standards is essential, along with excellent leadership and supervisory skills, and a proven track record in managing multi-location and virtual teams.

Educational Background:
A Master’s degree in a relevant field such as accounting, finance, public financial management, public policy, or another related field is required. Additionally, candidates must hold a professional accounting qualification (CPA, CA, ACCA, or equivalent) from an internationally recognized professional accountancy body.

Experience:
Candidates should have a minimum of 12 years of relevant professional experience, demonstrating a robust understanding of financial management systems and practices, particularly in the context of international development and governance. Experience in managing multi-location teams and engaging with various stakeholders in both public and private sectors is essential.

Languages:
Fluency in English and Spanish is mandatory, with strong written and verbal communication skills in both languages. Knowledge of additional languages may be considered an asset but is not required.
