Job Overview:
The Advocacy and Communications Officer will play a pivotal role in shaping and implementing the advocacy and communications strategies for DRC Türkiye. This position is crucial for ensuring that DRC's advocacy efforts are aligned with its mission and effectively communicated to stakeholders. The officer will act as the focal point for advocacy, working closely with the Hub Advocacy and Communications Coordinator to develop and implement strategies that reflect the needs and priorities of the organization. The role requires a deep understanding of the humanitarian context in Türkiye, as well as the ability to engage with various stakeholders, including local partners, media, and government entities. The officer will also be responsible for ensuring compliance with donor visibility and reporting requirements, which is essential for maintaining transparency and accountability in DRC's operations. The position involves regular travel to various DRC operational areas and partner locations, highlighting the need for flexibility and adaptability in a dynamic working environment.

Duties and Responsibilities:
The Advocacy and Communications Officer will have a comprehensive set of responsibilities, including but not limited to:
  • Developing and implementing the advocacy strategy under the guidance of senior leadership.
  • Creating policy briefs, talking points, and other advocacy materials in coordination with technical coordinators.
  • Monitoring key contextual developments and providing ongoing analysis to inform advocacy efforts.
  • Engaging with stakeholders and coordinating advocacy efforts at both country and regional levels.
  • Utilizing protection monitoring data to inform advocacy messages and highlight emerging trends.
  • Supporting partners in capacity development related to advocacy topics.
  • Participating in advocacy-related forums and representing DRC in various initiatives.
  • Providing strategic direction for communications and visibility activities, ensuring alignment with DRC guidelines.
  • Building capacity among communication focal points across project offices and partner organizations. 1
  • Ensuring that all advocacy and communication efforts are evidence-based and effectively communicated to relevant audiences.

Required Qualifications:
Candidates for the Advocacy and Communications Officer position must possess a range of qualifications, including:
  • A minimum of 3 years of practical experience in communication and advocacy functions, preferably within an I/NGO in a humanitarian context.
  • Strong qualitative analysis and report-writing skills.
  • Experience in influencing and advocacy work, including lobbying and policy development.
  • Proficiency in mixed-method research methodologies and experience in research design.
  • Effective verbal communication and presentation skills.
  • Proven experience in capacity building and training development.
  • Strong leadership qualities, with the ability to work independently and collaboratively.
  • Proficiency in MS Office and attention to detail in all tasks.

Educational Background:
The ideal candidate should hold a bachelor's degree in political science, international development, economics, or a related field. This educational background is essential for understanding the complexities of advocacy and communications within the humanitarian sector.

Experience:
Candidates should have at least 3 years of relevant experience in communication and advocacy roles, particularly within humanitarian settings. This experience should include practical involvement in advocacy initiatives, policy development, and stakeholder engagement, demonstrating a solid understanding of the challenges faced by displaced populations.

Languages:
Full professional proficiency in both English and Turkish is mandatory for this position. Knowledge of Arabic is considered an asset, as it may enhance communication with diverse stakeholders and communities.

Additional Notes:
The contract for this position is set to last until December 31, 2026, with the possibility of extension based on funding availability and performance. The position is classified as Band G2 – Non-Manager, and the designated duty station is the Country Office in Gaziantep. The expected start date for this role is July 13, 202
