Job Overview:
The position of International Consultant for Monitoring and Evaluation Framework Development is crucial for supporting the Implementation Monitoring and Evaluation Division (IMED) under the Ministry of Planning in Bangladesh. The consultant will lead the development of a Monitoring and Evaluation Framework, Act, and Rules aimed at enhancing the effectiveness of the Annual Development Programme (ADP) and aligning national systems with results-based management norms. This role requires collaboration with a national consultant to ensure the systematic generation and use of evidence in planning, budgeting, and policy decisions, thereby contributing to Bangladesh's socio-economic development and transparency in project implementation.

Duties and Responsibilities:
The consultant will be responsible for leading the development of the Monitoring and Evaluation Framework, including drafting necessary acts and rules. They will work closely with national stakeholders to ensure that the framework aligns with national priorities and international best practices. The consultant will also conduct assessments of existing M&E systems, provide recommendations for improvements, and facilitate workshops and training sessions for stakeholders involved in the implementation of the ADP. Additionally, the consultant will be expected to prepare detailed reports on the progress of the assignment and present findings to relevant authorities.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences, Law, Monitoring & Evaluation, Project Management, Development Studies, Economics, or a related field. They should have a strong background in public policy and legal frameworks, with a focus on monitoring and evaluation systems. The ideal candidate will demonstrate a commitment to UNICEF's core values and possess the ability to work collaboratively with diverse teams.

Educational Background:
A Master’s degree in a relevant field such as social sciences, Law, Monitoring & Evaluation, Project Management, Development Studies, or Economics is required. This educational background is essential for understanding the complexities of project management and evaluation in a development context.

Experience:
A minimum of 10 years of experience in project monitoring and evaluation is required, with a preference for candidates who have experience at both national and international levels. Proven experience in drafting M&E frameworks, acts, and rules is essential, along with at least five years of practical experience in project management and operations.

Languages:
Fluency in English is mandatory, and candidates who are fluent or have basic knowledge of Bangla will have an added advantage. Proficiency in additional languages may also be beneficial, depending on the context of the projects being evaluated.

The contract duration for this consultancy is 7.5 months, and the working arrangement is home-based.
