Job Overview:
The Associate Information Systems Officer will play a crucial role in the development and maintenance of OHCHR’s web-based Performance Monitoring System, which is essential for effective planning, monitoring, and reporting in accordance with results-based management (RBM) principles. The incumbent will be responsible for gathering user requirements, assisting in system design and deployment, and enhancing existing modules. This position requires a strong understanding of systems analysis, programming, and database management, as well as the ability to conduct rigorous testing and provide operational support. The officer will also be involved in project management activities, including developing project plans, schedules, and budgets, and ensuring quality assurance for project deliverables. The role demands collaboration with various stakeholders, including senior staff and technical teams, to ensure the system meets organizational needs and adheres to data security" style="border-bottom: 1px dotted #007bff !important;">security standards. Additionally, the officer will contribute to training users and preparing documentation, making this position integral to the successful implementation of technology solutions within OHCHR.

Duties and Responsibilities:
The duties and responsibilities of the Associate Information Systems Officer include:
  • Participating in the preparation of user requirements and technical specifications for the Performance Monitoring System.
  • Assisting in the design, development, and deployment of the system and its modules.
  • Analyzing and enhancing existing modules, and designing small stand-alone systems as needed.
  • Conducting rigorous testing of applications software to ensure functionality and reliability.
  • Maintaining the system by providing operational support, implementing changes, and monitoring performance.
  • Developing and maintaining project plans, schedules, and budgets, and identifying necessary resources for project completion.
  • Writing programs to interface with existing systems while ensuring data security and integrity.
  • Collaborating with the Information Management Technology Section to develop disaster recovery plans.
  • Preparing and updating system documentation and technical manuals. 1
  • Drafting training materials and conducting training sessions for users. 1
  • Participating in the assessment and testing of new technologies. 1
  • Performing ad hoc duties as required and providing guidance to junior staff. 1
  • Contributing to data collection and analysis, identifying trends, and providing insights for decision-making.

Required Qualifications:
Candidates must possess knowledge of at least two programming languages, systems analysis and design techniques, testing and debugging standards, and database design. The ideal candidate will demonstrate professionalism, efficiency, and a commitment to gender perspectives in their work. They should be able to analyze and interpret data effectively to support decision-making processes and communicate findings clearly to management. Strong planning and organizational skills are essential, as well as a client-oriented approach to service delivery. The candidate should be able to prioritize tasks, allocate resources effectively, and monitor project progress while adjusting plans as necessary.

Educational Background:
An advanced university degree (Master's degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying work experience may be accepted in lieu of the advanced degree. Candidates with a first-level university degree and no experience may be considered if they have passed the Young Professionals Programme Examination (YPP), the United Nations National Competitive Recruitment Examination (NCRE), or the General Service to Professional (G to P). Successful completion of programs in data analytics, business analytics, or data science is an advantage.

Experience:
A minimum of two years of progressively responsible experience in planning, designing, developing, implementing, and maintaining computer information systems or related areas is required. Candidates who have passed a United Nations Competitive Recruitment Examination do not need prior experience. Experience in software development using Microsoft .NET technologies, C#, web technologies (HTML, JavaScript), and relational database management systems such as Microsoft SQL Server is essential. Familiarity with software development tools and application lifecycle management platforms, such as Microsoft Visual Studio and Azure DevOps, is desirable. Experience with enterprise application development frameworks, including Telerik controls or similar technologies, is also advantageous. Additionally, experience in implementing results-based management systems and in data analytics is desirable.

Languages:
English and French are the working languages of the United Nations Secretariat. For this position, proficiency in English is required, while knowledge of French is desirable. Candidates must demonstrate a minimum level of proficiency in both languages according to the UN Language Framework, with English requiring UN Level II proficiency in reading, writing, listening, and speaking. French is considered a desirable language with a minimum proficiency of UN Level I.

This position is temporarily available for a minimum of three months, with the possibility of extension subject to the availability of funds. Current staff members holding a fixed-term, permanent, or continuing appointment may apply for temporary positions no more than one level above their current grade.
