Job Overview: The STRIDES Technical Advisor is responsible for leading and directing technical focus areas to enhance global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security in Madagascar. This role involves aligning technical frameworks and approaches with normative guidelines and standards, identifying partnership needs, and engaging qualified partners to ensure technical performance. The advisor will work closely with various technical leads and the Monitoring, Evaluation & Learning (MEL) team to implement the Activity’s technical approach, ensuring compliance with USG global health security priorities. The advisor is accountable for the successful delivery of all technical aspects and reporting across STRIDES, ensuring that all technical deliverables are completed on schedule and within budget while meeting quality standards. This position requires a strong focus on collaboration, communication, and leadership to drive the success of health security initiatives in the region.
Duties and Responsibilities:
Serve as the technical lead for STRIDES Madagascar and the primary point of contact for relevant topics.
Provide technical direction to develop country-specific workplans and budgets, ensuring alignment with STRIDES objectives and USG priorities.
Ensure the development and timely submission of high-quality technical deliverables, including workplans, reports, and success stories.
Direct technical activities to ensure compliance with STRIDES contracts, government regulations, and quality standards.
Respond to client requests and questions on technical matters, ensuring timely drafts and submissions of necessary approvals.
Collaborate with the MEL Advisor to finalize and submit country-specific technical indicators and report on their progress.
Assess subcontractors’ performance on technical activities and direct necessary adjustments.
Work with the MEL Lead and Communications lead to promote STRIDES successes through success stories and outreach.
Represent STRIDES at global health security events and share valuable information. 1
Manage relationships with government counterparts and multisectoral partners to fulfill health security objectives. 1

Proficiency in English and French, both written and spoken.
Educational Background: A Master’s Degree or its international equivalent in public health or other health-related fields is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing projects effectively.
Experience: A minimum of 8 years of relevant experience in project management principles and practices is required, including at least 2 years of experience managing staff. Candidates should have demonstrated knowledge and experience in managing and implementing health projects related to infectious diseases, with a preference for those who have worked on Global Health Security projects or activities. Experience in developing and mentoring staff and building local team capacity is essential. Familiarity with operating in insecure environments and experience working in Madagascar or with government health ministries is desirable.
Languages: Proficiency in English (reading, writing, speaking) is required, along with fluency in French. These language skills are essential for effective communication and collaboration in the role.
Additional Notes: The position may require travel of 10-25%. The expected hiring salary range for this role is MGA 60,000,000 - 80,000,000 for annual basic salary.
