Job Overview:
The Technical Advisor, Polio will provide strategic and technical leadership for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity, focusing on polio eradication. This role involves ensuring that polio-related surveillance, laboratory strengthening, case detection, and data analysis align with global guidance and national policies. The Advisor will oversee in-country implementation, working closely with regional and country teams to address challenges and adapt interventions based on evolving epidemiological contexts. The position also includes supporting capacity strengthening and mentoring local partners and government counterparts in various domains related to polio surveillance and laboratory operations. The TA will contribute to FHI 360’s technical thought leadership by developing tools and guidance that enhance the organization’s visibility in polio eradication and infectious disease surveillance.

Duties and Responsibilities:
The Technical Advisor will lead the creation and implementation of the technical portion of the STRIDES - Polio Activity plan, ensuring compliance with contract requirements and FHI 360 policies. Responsibilities include coordinating day-to-day technical and operational activities, supervising field staff, providing technical direction to subcontractors, and preparing budgets. The Advisor will also develop strategies for the design and implementation of technical components, ensure high-quality implementation in line with global standards, and proactively identify risks to technical deliverables. Additionally, the role involves reviewing donor reports, preparing presentations, and ensuring that all technical activities meet best practices and contractual obligations.

Required Qualifications:
Candidates must possess a Master’s Degree or its international equivalent in Health, Life/Social Sciences, International Development, or a related field. Project Management Certification is a plus. The role requires in-depth functional knowledge around polio eradication efforts, particularly in surveillance, case investigation, and laboratory services. Strong diagnostic, analytical, and problem-solving skills are essential, along with the ability to manage projects and set realistic priorities. Candidates should demonstrate sensitivity to polio eradication technical issues and have experience in coordinating with government entities and health ministries.

Educational Background:
A Master’s Degree or its international equivalent in a relevant field is required. Candidates with additional certifications in project management will have an advantage. The educational background should reflect a strong foundation in health or social sciences, with a focus on international development or public health.

Experience:
Typically, candidates should have at least 8 years of relevant experience in designing and evaluating public health programs, with a minimum of 5 years specifically in polio eradication efforts. Experience managing large-scale public health initiatives and coordinating with government entities is crucial. Relevant publications and presentations in the field of polio eradication will be considered an asset. Candidates should also have experience working in non-governmental organizations or government agencies involved in polio eradication.

Languages:
Fluency in English is mandatory, and proficiency in French is highly desirable, given the operational context in Madagascar. Knowledge of additional languages may be beneficial but is not required.

Additional Notes:
The position may require local and regional travel of 10% to 25%. The expected hiring salary range for this role is MGA 60,000,000 - 80,000,000 for annual basic salary.
