Job Overview: The consultant will play a crucial role in enhancing the capacity of the Sharia Prosecution team in managing violence against women (VAW) cases. The primary objective is to improve the team's knowledge and practical skills, ensuring they can effectively engage in case conferences and the National Referral System. This role is vital for ensuring coordinated, survivor-centered, and rights-based responses to VAW cases, ultimately improving women's protection and access to justice. The consultant will work closely with UN Women and various justice and social institutions to develop training materials and conduct training sessions that address critical topics related to VAW case management.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Developing an inception report that outlines the work plan and methodology for the assignment.
Meeting with UN Women’s technical team and Sharia Judicial Department (SJD) focal points to discuss objectives and deliverables.
Identifying training needs and preparing training materials, including pre- and post-training assessments.
Conducting a four-day training session covering legal frameworks, survivor-centered approaches, case management, and inter-agency coordination.
Submitting a training report detailing the proceedings and outcomes of the training.
Providing a final narrative report that includes achievements, methodology, lessons learned, and recommendations.
Required Qualifications: Candidates must possess a master's degree in gender studies, human rights, law, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have a minimum of three years of professional experience in the field of violence against women, women's protection, and access to justice. Experience in capacity-building training related to women's protection and access to justice is essential. Familiarity with the national referral system and experience working with the UN or international organizations are desirable.
Educational Background: A master's degree in gender studies, human rights, law, or a related field is required for this position. Candidates with a first-level university degree and additional qualifying experience may also be considered. This educational background is crucial for understanding the complexities of gender issues and the legal frameworks surrounding women's rights and protection.
Experience: The position requires a minimum of three years of professional experience in violence against women, women's protection, and access to justice. Languages: Fluency in Arabic is mandatory for this position, as it is essential for effective communication with the Sharia Prosecution team and other stakeholders. Additionally, a working knowledge of English is required to facilitate communication and understanding of international standards and practices related to women's rights and protection.
Additional Notes: This consultancy is home-based with frequent field visits to partner institutions in the West Bank, Palestine. The consultant will report to the UN Women Sawasya III Rule of Law and Protection Specialist and will be supported by the CSO Support and Finance Associate for contract and payment issues. The deliverables include an inception report, successful completion of training, and a final narrative report. The timeline for deliverables is specified, with the inception report due one week after contract signing and the training report due four months after contract signing.
