Job Posting Organization: The International Rescue Committee (IRC) is a global humanitarian organization that responds to the world's worst humanitarian crises and helps people to survive and rebuild their lives. Established in 1933, IRC operates in over 40 countries and has a workforce of more than 14,000 employees. The organization focuses on various areas including health, education, economic wellbeing, and protection, with a mission to help people affected by conflict and disaster to regain control of their lives. In Poland, IRC is particularly focused on supporting Ukrainian veterans and their families through its Protection Programme, which aims to promote resilience and mitigate risks associated with gender-based violence and child protection.
Job Overview: The position of Multi-disciplinary Consultant is crucial for the operationalization of the IRC's 'Resilient Futures' model, which is designed to support Ukrainian veterans and their families during their reintegration into Polish society. The consultant will be responsible for developing a methodological framework that is informed by both Polish and Ukrainian contexts, as well as international protection standards. The role involves mapping existing services and stakeholders, identifying system gaps, and creating practical tools for frontline responders. The consultant will also engage with stakeholders to validate the model and prepare for pilot implementation, ensuring that the approach is trauma-informed and survivor-centered. This consultancy is expected to last between 10 to 12 weeks, requiring close collaboration with various IRC teams and regular reporting to senior management.
Duties and Responsibilities: The consultant will undertake a comprehensive set of duties including: conducting desk research to analyze legal and institutional frameworks for veteran reintegration in Poland; mapping stakeholders and their roles within the context of veteran support; developing a trauma-informed methodological framework that includes service pathways and referral mechanisms; creating practical tools for frontline workers, such as early warning indicators and family-level resilience support tools; validating findings through stakeholder consultations and roundtable discussions; and developing a training curriculum for first line responders. The consultant will also be responsible for delivering reports and documentation in Polish, ensuring that all outputs are culturally sensitive and aligned with safeguarding principles.
Required Qualifications: Candidates must demonstrate proven experience in conflict or post-conflict settings, particularly in areas related to the protection of conflict-affected communities. They should possess excellent analytical skills and have expertise in designing trauma-informed methodologies and operational frameworks. Experience in developing training curricula and working with multi-sectoral coordination mechanisms is essential. Additionally, candidates should have a strong understanding of the Polish institutional landscape relevant to protection services and veteran support systems, as well as knowledge of safeguarding principles and ethical engagement with vulnerable populations.
Experience: Candidates should have significant experience working in conflict-affected areas, particularly with veterans, military families, or in reintegration programming. Experience in Central and Eastern Europe, as well as familiarity with humanitarian-development transition settings, is considered a strong asset. Demonstrated experience in community stabilization and social cohesion initiatives is also beneficial.
Languages: Fluency in Polish and English is mandatory, with excellent written and spoken communication skills. Proficiency in Ukrainian and/or Russian is considered a strong asset, enhancing the consultant's ability to engage with affected communities and stakeholders effectively.
Additional Notes: The consultancy is expected to last for approximately 10-12 weeks, with a flexible level of effort required throughout the engagement. The consultant will work closely with IRC's Protection Team and will be expected to participate in frequent coordination meetings. Applications are welcomed from individuals or organizations with lived or professional experience related to the contexts of Ukraine displacement and veteran family support. The application submission should include a CV, a concept note, a financial proposal, examples of similar assignments, and contact details for professional references.
