Job Overview: The consultant will engage with the Family Protection Prosecution (FPP) to develop a structured analytical review of criminal patterns in violence against women (VAW) case files. The primary goal is to strengthen the capacity of the Attorney General’s Office to create gender-responsive investigation and litigation policies based on evidence-based analysis. The consultant will analyze a representative sample of VAW case files, identifying recurring criminal patterns and risk indicators, particularly focusing on cases involving women with disabilities and technology-facilitated violence. This role requires a strong legal or criminological background to support the FPP in enhancing its role within the protection framework and improving prosecutorial practices.
Duties and Responsibilities: The consultant's responsibilities include developing an inception report outlining the work plan, methodology, and analytical framework for reviewing VAW case files. They will conduct meetings with UN Women’s technical team and the Attorney General’s Office to finalize the assignment's objectives and methodology. The consultant will select and analyze a representative sample of VAW case files, identifying patterns of perpetrator behavior and key risk indicators. They will produce a comprehensive analytical report synthesizing findings and recommendations, conduct a validation session for the report, and submit a final narrative report detailing the assignment's methodology, observations, and challenges.
Required Qualifications: Candidates must possess a Master’s degree in law, criminology, criminal justice, international human rights law, or a related field. A first-level university degree combined with two additional years of relevant experience may be accepted in lieu of an advanced degree. Additionally, candidates should have at least three years of professional experience in legal analysis, criminal justice, or prosecution-related work, particularly in areas related to VAW cases. Experience in developing analytical reports and knowledge products on women’s access to justice is essential, along with familiarity with justice institutions in Palestine.
Educational Background: A Master’s degree in law, criminology, criminal justice, international human rights law, or a related field is required. Alternatively, a first-level university degree with two additional years of relevant experience may be accepted in lieu of an advanced degree.
Experience: At least three years of professional working experience in legal analysis, criminal justice, or prosecution-related work is required, with a focus on violence against women (VAW) cases. Experience in developing analytical reports and knowledge products related to women’s access to justice is essential. Familiarity with the justice sector in Palestine, particularly prosecutorial processes related to VAW cases, is desirable. Experience with the UN or international organizations is also a plus.
Languages: Fluency in Arabic is required, while working knowledge of English is desirable.
Additional Notes: This consultancy is home-based with frequent visits to the Attorney General Office and District Offices in the West Bank. The consultant will report to UN Women Sawasya III Rule of Law and Protection Specialist and will be supported by other team members. The expected deliverables include an approved inception report within two weeks of signing the contract, a final analytical report within four months, and a final narrative report within five months.
