Job Overview:
The consultant will play a crucial role in mentoring healthcare facilities in Ukraine on Antimicrobial Stewardship (AMS) programs. This consultancy is part of WHO's broader initiative to combat Antimicrobial Resistance (AMR) in the region. The consultant will be expected to provide expert guidance on the responsible use of antimicrobials, ensuring compliance with both Ministry of Health regulations and WHO recommendations. The role involves conducting mentoring sessions at a hospital and a university hospital, reviewing complex cases of antimicrobial prescriptions, and delivering actionable recommendations to enhance AMS programs at the facility level. The consultant will also be responsible for compiling a comprehensive report detailing the mentoring process and outcomes, which will be used to inform future AMS initiatives in Ukraine.

Duties and Responsibilities:
  • Conduct mentoring sessions at one Oblast level hospital and one University hospital, focusing on the review of five complex cases of antimicrobial prescriptions.
  • Prepare a detailed report assessing the performance of the AMS team, identifying challenges, and outlining opportunities for improvement.
  • Conduct a rapid survey on rational antimicrobial use within the healthcare facilities.
  • Develop and submit ten actionable recommendations aimed at strengthening AMS programs at the facility level.
  • Compile and submit a final report summarizing the mentoring activities and recommendations provided for AMS program enhancement in the two healthcare facilities.
  • Collaborate with local healthcare professionals to foster a culture of responsible antimicrobial use and adherence to established guidelines.
  • Engage in continuous communication with WHO representatives to ensure alignment with organizational goals and strategies.

Required Qualifications:
  • Advanced university degree in Medicine, with a specialization in Intensive Care, Surgery, or Infectious Diseases.
  • A PhD in Infectious Diseases is desirable.
  • At least 10 years of relevant experience in Intensive Care or Infectious Diseases, with a strong background in participating in AMS programs at the facility level.
  • Proven experience in research, teaching, and mentoring, particularly within the Ukrainian healthcare context is highly desirable.
  • High level of knowledge regarding antimicrobial prescriptions and the ability to communicate effectively with diverse stakeholders.

Educational Background:
Candidates must possess an advanced university degree in Medicine, with a specialization in Intensive Care, Surgery, or Infectious Diseases. A PhD in Infectious Diseases is considered an asset, reflecting a higher level of expertise and commitment to the field.

Experience:
The position requires a minimum of 10 years of professional experience in Intensive Care or Infectious Diseases. Candidates should have demonstrable experience in participating in AMS programs at the facility level, showcasing their ability to implement and manage such initiatives effectively. Experience in research, teaching, and mentoring within the healthcare sector, particularly in Ukraine, is also highly valued.

Languages:
Fluency in English is essential for this position, as the consultant will be required to communicate effectively with various stakeholders and produce written reports. Proficiency in additional languages may be considered an advantage, particularly if it facilitates communication within the local healthcare context.

Additional Notes:
The consultancy is expected to commence on 23 October and conclude by 30 November 2026, with a total contract duration of 10 days. The consultant will be compensated at a daily rate of USD 600, totaling USD 6000 for the entire contract. Payment will be made upon the provision of a Technical Report and subsequent approval from the Responsible Officer. The position requires on-site presence for insurance purposes, and the consultant is expected to travel as necessary. Candidates should be aware that WHO has a smoke-free environment and does not recruit smokers or users of any form of tobacco. Additionally, WHO's contracts are contingent upon candidates confirming their vaccination status as required by the organization.
