Job Overview: The ICT Specialist will be part of the Information Communication Technology (ICT) team at UNICEF Lao PDR, contributing technical expertise to support the delivery of ICT services that enable clients to achieve their organizational goals and operational objectives. The role requires anticipating ICT-related needs and developing solutions that align technology, digital systems, and data management with UNICEF’s business requirements. The incumbent will perform specialized ICT application administration, analyze business and functional requirements, and develop functional specifications for new systems and enhancements to existing applications. This position also involves designing and maintaining interactive dashboards and reports to support management decision-making, as well as providing help desk support for ICT hardware and applications.
Duties and Responsibilities:
Perform specialized ICT application administration to ensure system functionality, usability, and effective user experience.
Analyze business and functional requirements, conduct data analysis, and develop functional specifications for new systems, dashboards, and enhancements to existing applications.
Design, develop, and maintain interactive dashboards and reports to support management decision-making using data from multiple sources.
Support the development, customization, testing, debugging, and implementation of applications and systems, including automation of office workflows using Microsoft 365 tools (SharePoint, Power Automate, Power Apps, Power BI, Excel).
Provide Help Desk support for ICT hardware and applications, including troubleshooting and resolving day-to-day ICT issues.
Develop and maintain technical documentation, user manuals, and standard operating procedures.
Assess user training needs and deliver training sessions on ICT systems, dashboards, and digital workflows.
Provide ICT support for conferences, meetings, and meeting room technologies.
Assist in the planning and management of ICT projects related to digital transformation, data analytics, dashboard development, and system automation. 1
Prepare periodic and ad hoc reports, including ICT performance metrics and ICT asset and inventory reports. 1
Support emergency preparedness and response activities by maintaining the UNICEF Lao PDR Emergency Collaboration Portal (SharePoint and Microsoft Teams), ensuring updated content and secure access. 1
Provide ICT support during emergency activations, including rapid setup of communication tools, dashboards, and information-sharing platforms. 1
Support greening ICT initiatives by promoting digital workflows and reducing paper-based processes through effective use of Microsoft 365 tools. 1
Assist in ensuring compliance with UNICEF and UN ICT security" style="border-bottom: 1px dotted #007bff !important;">security-policies" style="border-bottom: 1px dotted #007bff !important;">security policies, data protection standards, and business continuity requirements. 1
Contribute to continuous improvement of ICT services by documenting lessons learned and recommending enhancements based on operational needs and user feedback.
Required Qualifications: The position requires a strong understanding of ICT systems and digital solutions, with the ability to analyze and develop functional specifications. Candidates should have experience in application administration, data analysis, and dashboard development. Proficiency in Microsoft 365 tools is essential, along with the ability to provide technical support and training to users. Strong communication skills and the ability to work collaboratively in a multicultural environment are also required.
Educational Background: A degree in Information Technology, Computer Science, or a related field is required. Additional certifications in relevant ICT areas would be advantageous.
Experience: Candidates should have a minimum of 2-3 years of relevant experience in ICT roles, particularly in application administration, data analysis, and digital solutions development. Experience working in international organizations or NGOs is preferred.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Lao language is an asset, as it will facilitate communication with local stakeholders and enhance the effectiveness of the role.
Additional Notes: The position is based in Vientiane, Laos, and may require periodic travel to support program implementation and monitoring missions. The UNICEF Lao PDR Office offers a multicultural working environment with around 100 personnel. Selected candidates may be subject to Covid-19 vaccination requirements in line with the applicable host entity’s policy.
