Job Overview: The Programme Analyst – Maternal Health position is critical for bridging national-level policy with sub-national implementation in South Sudan. The incumbent will provide essential technical and programmatic support to integrate Maternal Health and Emergency Obstetric and Newborn Care (EmONC) into both development and humanitarian streams. This role involves collaboration with the Ministry of Health and oversight of field hubs to ensure consistent service delivery and reporting. The Programme Analyst will report to the Programme Specialist SRHR and will play a vital role in ensuring that UNFPA's response to maternal health is coherent, well-funded, and technically sound. The position is pivotal in addressing the rising humanitarian needs in South Sudan, where approximately 10 million people require assistance. The Programme Analyst will also contribute to the strategic planning and implementation of maternal health initiatives that align with the UNFPA Strategic Plan 2026–2029, focusing on achieving transformative results in reproductive health and rights.
Duties and Responsibilities: The Programme Analyst will be responsible for a variety of tasks, including:
National Strategic Leadership & Stream Management: Ensuring that sub-national Maternal Health/EmONC streams are aligned with national strategies and representing UNFPA in relevant technical working groups.
Humanitarian-Development-Peace Nexus: Developing integrated programming for long-term internally displaced persons (IDPs) and returnees, ensuring that services do not exacerbate tensions and applying a 'Do No Harm' approach.
Implementing Partner Management: Overseeing the Maternal Health portfolio of Implementing Partners, conducting performance reviews, and ensuring adherence to UNFPA’s financial and programmatic standards.
Resource Mobilization: Leading the drafting of funding proposals and seeking multi-sectoral financing opportunities.
Data-Driven Monitoring & Evaluation: Analyzing data to identify emerging issues and supporting field missions to assess program results.
General Support: Providing assistance to other team members and carrying out additional duties as required by UNFPA leadership.
Required Qualifications: Candidates must possess an advanced university degree in public health, medical sciences, sexual reproductive health and rights, or a related social science discipline. Additionally, candidates should have at least two years of progressively responsible professional work experience in sexual and reproductive health (SRH) and gender-based violence (GBV) programming. Experience in emergency program planning and management, as well as working with Implementing Partners and government entities, is highly desirable. Familiarity with UN or international NGO operations in complex humanitarian contexts is an asset. Candidates should also demonstrate resilience and the ability to deliver results under stress, along with experience in capacity-building initiatives.
Educational Background: The position requires an advanced university degree in public health, medical sciences, sexual reproductive health and rights, or a related field. This educational background is essential for understanding the complexities of maternal health and the necessary interventions to improve health outcomes in challenging environments.
Experience: Candidates should have a minimum of two years of relevant professional experience in the field of sexual and reproductive health and gender-based violence programming. Experience in emergency program planning, management, or evaluation is crucial, as is familiarity with working through Implementing Partners and government agencies. Previous experience in a UN, government, or international NGO context, particularly in volatile humanitarian settings, is highly advantageous. Additionally, candidates should have experience in planning and facilitating training and capacity-building initiatives.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly Arabic, is desirable and would be considered an asset in enhancing communication and collaboration within the region.
