Job Overview:
The Resource Mobilization, Partnerships & Communications Specialist plays a crucial role in securing the financial resources necessary for UNFPA's operations while also positioning the organization as a thought leader in key areas such as Maternal Health, Gender-Based Violence (GBV), and Youth issues in South Sudan. This dual-track position requires the incumbent to bridge the gap between complex technical programming and persuasive storytelling, ensuring that UNFPA is recognized as the partner of choice for various stakeholders, including bilateral donors, International Financial Institutions (IFIs), and the private sector. The Specialist will be instrumental in developing and executing a robust Resource Mobilization Strategy that aligns with UNFPA's South Sudan Country Programme (CP) and its evolving needs. The role also involves creating high-quality proposals, managing donor relations, and implementing strategic communications to advocate for the organization's mission and objectives.

Duties and Responsibilities:
The Specialist will be responsible for a variety of tasks, including: A. Strategic Resource Mobilization & Donor Relations:
  • Developing and executing a comprehensive Resource Mobilization Strategy that aligns with UNFPA South Sudan's Country Programme and its evolving needs.
  • Leading the design and drafting of high-quality, technically sound, and budget-aligned proposals for donors, including SSHF, CERF, World Bank, and bilateral partners such as USAID, FCDO, and EU.
  • Maintaining a live donor tracking database and proactively identifying entry points for non-traditional funding sources, including the private sector and IFIs.
  • Overseeing the proposal pipeline and ensuring timely submission of all interim and final donor reports, reflecting high analytical quality and Value for Money (VfM). B. Strategic Communications & Advocacy:
  • Designing and implementing a visibility strategy that amplifies the voices of vulnerable women and girls.
  • Producing high-impact multimedia content, including human interest stories, photo essays, and short videos from hard-to-reach areas.
  • Acting as the primary focal point for media relations, drafting press releases, speeches, and talking points for the Representative.
  • Managing the UNFPA South Sudan website and social media content calendar, ensuring regular publication of high-quality content.
  • Representing UNFPA in UN Communication Group and other UN-wide communication working groups to advocate for the ICPD mandate. C. Reporting, Evidence & Knowledge Management:
  • Transforming raw programmatic data into impactful donor briefs and infographics.
  • Ensuring compliance with donor visibility requirements across field offices and implementing partners.
  • Coordinating the documentation of best practices and lessons learned for global and regional advocacy.

Required Qualifications:
Candidates must possess a minimum of 5 years of progressively responsible experience in resource mobilization and/or high-level communications within an international organization. Exceptional English writing skills are mandatory, with the ability to synthesize complex clinical or protection data into persuasive narratives for donors. Familiarity with the UNFPA mandate and the specific donor landscape is essential. Proficiency in design software such as Canva and Adobe Creative Suite, as well as social media analytics, is required. A thorough understanding of the UN system and current development topics in South Sudan will be advantageous. The ability to work collaboratively in a team environment is also necessary.

Educational Background:
An advanced (Masters) degree in International Relations, Communications, Journalism, Public Health, or a related field is required for this position. This educational background will provide the necessary foundation for understanding the complexities of resource mobilization and communications within the context of international development and humanitarian efforts.

Experience:
The position requires a minimum of 5 years of relevant experience in resource mobilization and high-level communications. Candidates should have a proven track record of successfully securing funding and managing donor relationships, as well as experience in creating impactful communications strategies and materials. Familiarity with the UNFPA's mission and operations, particularly in challenging contexts like South Sudan, will be beneficial.

Languages:
Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly Arabic, is desirable and will enhance the candidate's ability to communicate effectively with diverse stakeholders.
